PDD and Govt. departments main power tariff defaulter

The Power Development Department (PDD) which is entrusted with the task of recovering power tariff arrears is itself a major defaulter.
According to the Government document tabled in the Assembly in Jammu on Tuesday 11 wings of the PDD in Jammu and Kashmir had not cleared the power tariff arrears to the tune of over Rs.32 crores. The EM & RE wing Jammu is the main defaulter as arrears to the tune of over Rs.17 crores are pending against it.
The PDD authorities while explaining the reason for this major lapse said that the "arrears have been accumulated due to inadequate allottment of funds under electricity charges. This also indicates that those in the PDD have been misusing power because most of these wings do not have any metering system
The Government confirmed that the power tariff arrears from the consumers and the Government departments had shown an upward curve during the last two years.In 2004-2005 the total power tariff arrears were to the tune of over Rs.48 crores against over Rs.68 crores till ending December 2006 as far as the Jammu region was concerned.
In case of the Kashmir valley the total arrears in 2004-2005 were over Rs.35 crores against over Rs.45 crores till ending December 2006.Close scrutiny of the document revealed that the power tariff arrears in the Jammu region were higher that the Kashmir valley because of huge accumulation of arrears against Government departments.In the Jammu region the total arrears during the last two years with Government departments was over Rs.86 crores against over Rs.42 crores in the Kashmir region.
Whatever may be the intensity of the Government uproar against failure of consumers in clearing the power tariff arrears the Government departments were the main defaulters because during the last two years the arrears with the consumers was to the tune of over Rs.6.8 crores against over Rs.12.8 crores with the Government departments.
Official sources said that if the Government departments cleared their arrears the authorities may not be forced to increase the power tariff.
