Police footprint everywhere; JKP manning Hospitals, Universities in J&K | Private Security replaced, happy administrators seek increase | | Syed Junaid Hashmi/ Sumit Sharma Jammu, Mar 23: In complete contrast to vehement claims, Chief Minister Omar Abdullah's administration has virtually turned Jammu and Kashmir into police state. From manning parking slots in government medical colleges to controlling academic atmosphere in the Universities, Jawans of Jammu and Kashmir Police (JKP) meet your eye everywhere. Not one or two, a good number of SPOs have been engaged to maintain law and order inside the universities and hospitals. Private security personnel have been withdrawn for there a sons best known to the authorities. If higher officials are to asked about presence of police in hospitals, they say that police has helped in controlling crowds besides ensuring that attendants do not clash with doctors. Further, they say that presence of police ensures that parking slots which are essentially meant for Doctors and hospital staff are not misused. Apart from four police personnel working with Police Post incharge, sources said that 31 SPOs engaged by police headquarter have been kept at the disposal of administration of SMGS. According to the incharge of SPOs, they are under the direct control of SP (Headquarter) and have nothing to do with district police set-up which includes officers from SHO to SSP (Jammu). Similar is the case with SPOs engaged in Government Medical College Hospital (GMCH) Jammu. Sources said that the administration had requisitioned 150 SPOs and of these 85 have joined the duties. They added that 65 more are likely to join in the days ahead. Sources further said that SPOs of Jammu and Kashmir Police (JKP) are even manning Psychiatry and CD hospital, which does not heavy rush of attendants. Hospital authorities claim that presence of SPOs has reduced doctor-attendant tensions, which earlier was a routine. They further claim that medical education department is working on a proposal to further increase strength of SPOs inside hospitals so that every ward of SMGS Hospital and every floor of GMC Hospital are manned properly. They clarified that department has virtually given up private security. Sources said that in certain cases, SPOs are performing their duties outside the wards in the hospitals for the reasons better known to the authorities. They maintain that a tense husband comes to know from an SPO of JKP that he has become father of a healthy kid, a job which earlier Nurses used to do. Though socially, the scene can be described as good development but for those in Uniform, it does harm overall image of Police. In this milieu, Director General of Police (DGP) Kuldeep Khoda has either failed to take cognizance of this or has not been briefed properly about what the SPOs are doing in the Hospitals. It may comes as rude shock to him but it is fact that SPOs engaged by police headquarter purely for maintaining law and order are even manning parking slots in Government Hospitals especially in GMCH, SMGS, CD and Psychiatry Hospitals. On the contrary, hospital administrators maintain that presence of JKP SPOs has ensured that shopkeepers, routine shoppers and even relatives of Doctors have stopped using the hospital parking slots 'illegally.' They further state that presence of SPOs has aided the hospital administration in doing its duties effectively. These administrators assert that all those people who have no business in the hospital have cut down on the number of visits to the hospital, thus allowing hospital staff to function effectively. Sources claimed that same is the situation in government hospitals across Kashmir valley. However, they claim that prevailing security situation warrants police presence in hospitals across the valley. On the other side of it, inside Jammu University, police helped ex-Vice-Chancellor Prof. Varun Sahni in discharging his duties. They are doing the same Job for present VC. Both the VCs have found presence of police fitting to academic atmosphere. It needs to be mentioned here that both have a background whereby they claim of being promoters of free speech and non-violence. While the one who recently demitted the office unwillingly preferred "no free speech" inside the university, present one has seemingly decided to continue 'Danda parade'. 50 SPOs headed by a DySP are seen manning the vast open grounds of Jammu University. About the Kashmir University, presence of police is no more an issue since the students and scholars have got used to it. |
