Plight Of SCs In Jammu BSP for trifurcation of Jammu & Kashmi | | | Neha Jammu, Mar 24: The state unit of Bahujan Samaj Party (BSP) has again upped its ante and demanded trifurcation of the state into Jammu, Kashmir and Ladakh States. It is obvious that its demand enjoys the support of Mayawati, former UP Chief Minister and national president of the BSP. It's not a new demand. It was during their meeting with the New Delhi-appointed three interlocutors last year that the BSP leaders had demanded trifurcation of the state. In fact, after their meeting with the interlocutors they had released their memoranda on the subject to media persons. The most significant demand put forth by the BSP leaders before the interlocutors not just sought the division of the state into three full-fledged states. This demand had been coupled with another demand: Abrogation of Article 370 of the Indian Constitution under which the solitary State of Jammu and Kashmir enjoys a very special status, as also exercises residuary powers. Their argument was that it was Article 370 that had given extraordinary powers to the Kashmiri leaders and it was this Article that had been responsible for the miserable plight of the Scheduled Caste communities (SCs) in the state. The SCs constitute more than 20 per cent of the Jammu province's total population and they can tilt political balance in as many as 15 assembly constituencies. They are not found anywhere in Kashmir as well as Ladakh. Two days ago, several BSP leaders met in Jammu to discuss the plight of the SCs and they reiterated that trifurcation of the State into Jammu, Kashmir and Ladakh States is the only lasting solution to the problems the SCs have been facing in the State since decades. They were right. They could not be questioned for demanding trifurcation of the State. This demand has been forced down their throat by those ruling the State. In fact, all the Kashmir-based parties, plus the Congress party, are squarely responsible for the pitiable condition of the SCs in Jammu province. Why should not they demand separation from Kashmir or abrogation of Article 370 when about 100,000 refugees from West Pakistan, mostly SCs, have been denied even citizenship rights by the communal ruling elite? The truth is that a very vast majority of the people of Jammu province wants the State to be trifurcated forthwith because the Kashmiri ruling elite, in collaboration with national political parties, especially Congress, CPI and CPI-M and the authorities in New Delhi, has rendered them unreal and ineffective for all practical purposes. The demand for the State's trifurcation needs to be viewed in this context. Those who criticise this demand represent only vest interests. |
