Sakina appoints "ineligible" Sakina as DSWO Kulgam | | | early times report Jammu, Mar 25: Throwing recruitment rules to winds, the Social Welfare Minister, Sakina Itto has appointed her namesake, Sakina- a simple matriculate as District Social Welfare Officer, Kulgam District. The department, however, contests it claiming that the appointee has done Masters and has a BEd to her credit. Sakina who started her carrier in the department as supervisor, was first promoted as CDPO Qaimoh block and was latter transferred to the Kulgam project as CDPO. It was only in 2011 that Sakina was given the charge of DSWO Kulgam in the same grade. According to government guidelines 50 percent of the posts are to be filled in by State Public Service Commission through Combined Civil Services Examinations and remaining 50 percent through promotions. But in practice, posts of CDPOs were filled in by State Public Service Commission, departmental promotions and even people on deputation from other departments. A very common perception of the functionaries (POs and CDPOs) was that rules were not always adhered to in filling up the posts of the CDPOs and quite often technical competency level was compromised. Stop gap arrangements / own pay and grade (OPG) charge was delegated to non-ICDS people to fill up CDPO ranks. A good number of people without sufficient orientation and qualification had joined CDPO positions. However, on the other hand a good number of KAS officers are posted as CDPOs in the department. Take for instance Kulgam district again were CDPO Qaimoh block is a KAS officer, does it suit to the minister to appoint a matriculate as DSWO. Even if it is presumed that the norms provide for promotion of a matriculate to the post of CDPO or DSWO, even then can it be justified that an official with minimum requisite qualification is preferred over KAS officer. Sources within the department said that though the promotion of matriculates to the level of CDPOs or DSWOs as both the posts are of the same grade was within the norms, however, in 2008-09 guidelines were modified according to which only a graduate could be elevated to the posts. When contacted Director Social Welfare Kashmir Hilal Ahmad Paray at the first instance admitted that Sakina was a matriculate and as such she cannot be confirmed though the guidelines provide that she can be given the charge of DSWO/CDPO. However, within a few minutes Paray called back saying that Sakina was having a Masters Degree with B. Ed which was, however, disputed by the reliable departmental sources. It has been observed that Sakina had not been doing justice to the post she holds. The department cannot shy away from its responsibility in this behalf.
