| Administrative chaos reaches peak, Pest Controller to look after Women Commission | | J&K goes 'Natha' way! | | Syed Junaid Hashmi
JAMMU, Mar 12: Administrative chaos seems to have reached its zenith with state government seemingly rehabilitating a retiring liver fluke-cum-reindeer pest controller by posting him as secretary of Jammu and Kashmir state commission for women.
Dr. Khursheed Ahmed Zargar, who is likely to retire in the next few days, has been posted as Secretary in the state women commission on deputation basis for a period of two years with a rider that he would retain lien and promotion prospects in the Animal Husbandry department. If sources in the civil secretariat are to be believed, the seemingly rehabilitation order has been issued on the directions of Chief Minster's office.
They added that Zargar was working as liver fluke-cum-reindeer pest controller in the Animal and Sheep Husbandry department. The Department is headed by Aga Syed Ruhullah Mehdi, who is regarded among the CM's favourites. Sources disclosed that Chairman of commission Shamima Firdose, who is a National Conference (NC) MLA has not resisted the appointment of a retiring pest controller as Secretary.
It needs to be mentioned here that Hafeeza Muzaffar, who has now been transferred to the Department of Rural Development, served as the secretary of the commission for six long years. During all these years, none in the government bothered even once to look into the functioning of the commission. While the government was sleeping, sources said that Hafeeza ran the commission on her own terms and conditions.
They added that government would not have bothered to look into the working of the commission, had the issue of political rehabilitation of NC MLA Shamima Firdose not risen. Government posted Firdose as Chairman of the defunct and largely male run women commission. And as a follow up measure, replaced Hafeeza with Pest Controller Dr. Khursheed Ahmed Zargar, largely believed to be politically well-connected.
Zargar has got the posting a few days or a month before his posting and that too for a period of two years. Government has seemingly intended to rehabilitate Zargar on the analogy of Bashaarat Ahmed Dhar who was posted as Managing Director (MD) of cash starved Power Development Corporation on the same day when he retired. Sources said that while posting of male members in the women commission is not new, the posting of pest controller who does have a background in law or other related subjects is being resented by various women right groups.
They have been saying that government has authorized a veterinary doctor to deal with women issues. Their main argument is that women can never feel free revealing their ordeal before a male and it requires female to understand their pain and agony. They have made it clear that they are not against any gender but the commission is for women and selecting a male candidate from animal husbandry department for women's commission is simply unacceptable.
Activists have been outrightly saying that women commission too has not been kept away from politics. Even if government could not find the right person from bureaucracy for the post, someone from other fields of life could be appointed for the position, the women right groups have been saying.
