Start regularisation process to ward off strike threat

mir believes in the policy of taking things for granted or in taking people, especially the Government employees, for a ride. An old adage goes that one may befool others once but one cannot befool people all the time. This is what is happening to the ruling coalition in Jammu and Kashmir where it has been almost a three-year long period of confrontation between the Government and the employees. It all started with the government's reluctance to implement the 6th pay commission recommendations in toto.When employees threatened to launch agitation the Government yielded and accepted the 6th pay commission report informing the Employees' Joint Action Committee (EJAC) that it would clear the arrears in a phased manner. The employees realised the Government's problem for clearing the arrears in one go.But when the government again failed to fulfill its commitment the EJAC again launched agitation late last year and demanded, besides payment of arrears, raising of the retirement age by two years and regularisation of the services of daily wagers and those appointed on adhoc basis.
Once again the employees have threatened to go on indefinite strike in protest against failure of the government in deciding on enhancing the retirement age by two years and in regularisation of services of daily wagers and those recruited on adhoc basis. Employees have appreciated the government for fulfilling its commitment on releasing arrears of the 6th pay commission but are critical of delay in framing a new policy on retirement age.They want those working as daily wagers and on adhoc basis their services be regularised.Though the government constituted a cabinet sub committee to decide on the demand for increasing the retirement age it has not been able to finaise its decision because of division in opinion.
One set of opinion, especially from the enmployed educated youth,is opposed to the demand for raising to retirement age from 58 to 60.They say that if the r etiremnt age is increased chances for providing jobs to those over six lakh unemployed youth who are registered in the employment exchanges in the state become remote.
But those favouring increase in the retirement age by two years argue that when over the years all service conditions applicable to the state employees have been brought at a par with the central government employees why should not the state government restore parity between the state employees and those working in the central government offices where the employees retire at 60.If on one hand nationalist forces favour state's greater integration with the rest of the country they should start it with maintaining parity in the retirement age between the state and the central government employees.
Indications are that the government may not find it very difficult as far as taking a final decision on the retirement age.What is becoming difficult for the government is the issue pertaining to the regularisation of services of daily wagers, whose number has swelled to 59,000,and those working on adhoc basis, whose number has touched 68,000. Had the government implemented the demand other employees for the regulari sation of their services in a phased way it would have regularised the services of 50 per cent of the total number adhoc employees and daily wagers.
The government has not lost its hope.There is still time and if it starts regularisation process it can cover a long distance by 2014 when the next Assembly poll is due.
