| Government under scanner for appointing 13 electricians | | | Asif Iqbal Naik
JAMMU, Mar 26: After the failure of much hyped Sher-e-Kashmir Employment package, the government of Jammu and Kashmir in the month of February announced appointment of 43000 causal/seasonal laborers and as per the order issued by Khurshid Ahmed Ganie former Principal Secretary to Government Planning and Development Department on 25-10-2010, it was decided that finance department will issue the notification irrespective of engagements of causal/seasonal laborers in identified departments like Power Development (10000 posts), PHE Irrigation and Flood Control (10000), School/Education (6000), RDD (8000), Public Works Department (6000), Forest (1000) and Horticulture/floriculture (2000).
As per the order of the Principal Secretary, the Government also decided that the expenditure on this account shall be boded on the cost of new projects under implementation for which the modalities will have to be decided by the General Administration Department and Finance Department. Following the order of Principal Secretary Government, another order was issued by Manohar Khajuria Director Perspective and Manpower Planning in which it was clearly stated that Administrative department shall have to endorse in each case to the head of the department (HOD) and for inter-district cases, the engagement of causal/seasonal within the department shall be made by the concerned Administrative Department after seeking approval of the planning and development department, no engagement shall be made till the receipt to such approval.
But putting all the rules and regulations aside, Finance department managed to appoint of 9 blue eyed persons in PDD department and same can be witnessed from Special Assistant to Minister for Finance and Ladakh Affairs who vide his order No: PS/HMFRIA/2011-18 dated 10-01-2011 issued the order stated that he was directed to engage the 9 ITI trained Electricians at receiving station Kanir Chadora. The order of the Special Assistant to Finance Minister in his order addressed to Superintending Engineer, Power Development Department Circle-IInd Srinagar with the request that the engagement of 9 aspirants namely Mohammad Ayoob Mir son of Abdul Aziz Mir resident of Kanir, Bashir Ahmed Ganie son of Mohammad Jamal Ganie, resident of Kanir Chadora, Fayaz Ahmed Mir Son of Ghulam Qadir Mir resident of Kanir, Syed Lateef Ahmed son of Syed Mohammad Syed resident of Kanir Chadora, Mushtaq Ahmed Mir son of Abdul Razak resident of Kanir, Altaf Ahmed Dar son of Abdul Rehman Dar resident of Kanir, Mohammad Maqbool Rather son of Mohammad Sultan Rathar resident of Wagam, Parvaiz Ahmed Butt son of Bashir Ahmed Butt resident of Zoohama Chadora and Farooq Ahmed Butt son of Mohammad Sadiq Butt resident of Kanir Chadora.
While endorsing the order, Superintending Engineer PDD Mech. And Maintt. Circle IInd Srinagar on 17-01-2011 forwards the order copy to Executive Engineer STD-II for information and necessary action as was desired .
The General Administrative Department also favoured some blue eyed person and issued the order in favour of four youths from Baramullah in PDD department As per the order issued by Under Secretary to Government GAD dated 25-2-2012, sanction was accorded for engagement of causal laborer in District Baramullah @Rs. 110/per day. The GAD was directed to formulate SRO in terms of making an adjustment of 43000 causal laborers in various government departments. The above mention facts clearly indicates the favoritism within the government where the blue eyed persons close the corridors of power are being appointed in violation of rules and regulation set by the government from time to time. The appointments of blue eyed persons was done by GAD and the same can be treated as not less than "cheat" with over 6 lakh unemployed youths of the state who are running from pillar to post in search of government job. |
