Opposition concerned over tardy progress in centrally sponsored schemes in J&K | | | Early Times Report Jammu, Mar 27 : Several opposition leaders belonging to the PDP,Panthers Party and the BJP,have criticised the NC led coalition Go vernment in Jammu and Kashmir for its failure in securing full benefits from different centrally sponsored schemes. T he PDP General Secretary, Mohd.Dilawar Mir, Panthers Party working chairman, Harsh Dev Singh, and senior BJP leader,Ashok Khajuria said that during the last three years number of centrally sponsored schemes have not been implemented and number of projects, falling under the central sector, were not completed within the scheduled time. Harsh Dev Singh said that Jammu and Kashmir has been the one state in India where progress in various centrally sponsored schemes related to the development in education sector,including the Sakshar Bharat Mission, has remained tardy. The Panthers Party leader said that in such centrally sponsored schemes the state agencies, which had been assigned the task of executing the schemes, have been responsible for either misappropriation of funds or underuti lization of funds from the centre. The result was that reports on utilization of funds were not submitted to the centre on time. This would invite delay in releasing funds from the central Government. Mohd. Dilawar Mir demanded that the centre set up a committee of experts, all from Delhi, for reviewing the progress of various centrally sponsored schemes in Jammu and Kashmir. The committee be asked to find the reasons that led to either utilization or non-utilization of funds meant for various centrally sponsored schemes. He and Harsh Dev wanted the committee to find out why Rs.11 crores sanctioned for the Sakshar Bharat Mission last y ear were not utilised. They said if the committee members broadened their scrutiny they would be able to expose various skeletons in the cupboard of the state Government as far as proper utilization of funds in centrally sponsored schemes, including the NRHM, PMGSY, were concerned. The opposition leaders have suggested to the Government of India to constitute a team of technocrats that would be given the task of supervising work on different centrally sponsored schemes and projects in Jammu and Kashmir so that people were able to enjoy the benefits of those schemes. |
