| Execution of ERA works followed in 'letter and spirit' | | | Early Times Report Jammu, Mar 27 The Jammu and Kashmir government today said that norms prescribed for execution of public works under Economic Reconstruction Agency (ERA) are being followed in "letter and spirit", even as the opposition charged it of having no policy to monitor the subletting of these contracts. Replying to a question in the Legislative Assembly, Finance Minister Abdul Rahim Rather said, "the norms, specifications and mechanism prescribed for execution of the works under ERA is being followed in letter and spirit". Opposition members grilled Rather over sub-letting of ERA contracts in large numbers by various construction companies to local contractors. PDP members Javid Mustafa Mir and A R Veeri, BJP member Jugal Kishore, JKNPP member Harshdev Singh and CPI(M) member M Y Tarigami alleged that government has no policy to monitor the sub-letting of contracts. Rather said the ERA is executing the work mainly under two heads -- transport and urban sectors. Different sub-projects have been awarded under these two heads after competitive bidding, he added. He said the specifications put forth by Ministry of Road, Transport and Highways have been followed in transport sector with some changes to suit project requirements. The minister said that quality assurance manual has been prepared for strict compliance of the specifications and it is ensured to maintain the quality of work. Works are monitored and supervised by the consultants and ERA engineers, he added. Rather said a high-level tender approval committee comprising CEO, directors, project managers, design and supervision Consultancy among others has been constituted to take decisions on all technical and contractual matters. |
