SAC call for the comments from CM and notice to Charak then Minister & others | Rs 30 CroresPul Doda Bridge Contract | | EARLY TIMES REPORT Jammu, Mar 27: The anti-graft Body State Accountability Commission (SAC) comprising Justice YP Nargotra (Retd) Chairperson and Justice Hakim Imtiyaz Hussain (Retd) Member today issued notices to Gulchain Singh Charak, the then PWD (R&B) Minister and others for allegedly adhering to codal procedure of inviting tenders for mega project of more than Rs 30.00 Crores. Meanwhile SAC asked the office call for the comments fromOmar Abdullaha, the Chief Minister of the State, who is presently the Chairman of JKPCC also, regarding the present status of the Project along with the details of action, if any, taken in the matter. The SAC issued notices to the then concerned Minister G SCharak and Chairman, JKPCC, Daleep Thusso, the then Managing Director, JKPCC, Nain Ahmad, the then General Manager JKPCC, S K Sethi, the then Deputy General Manager, JKPCC, Unit IX Doda and M/s A K Constructions, Builders & Engineers Bhau Plaza, Rail Head Complex, for appearance and filling statement. This significant order was issued by the SAC on a complaint filedby Dr Rehmat Ullah Khora, who is a retired District Sheep Husbandry Officer inwhich allotment of Contract for construction of 263 Mtrs Span Balanced Cantilever Bridge across river Chenab at Ganpat Doda for providing alternate connectivity necessitated due to submergence of Pul Doda on account of raising of the water level due to commissioning of Bhaglier Power Project. Complainant alleged for the construction of said Bridge, the JKPCC vide No HC/2858-60 dated February 2,2007 willfully and based onmanaged recommendations of the committee constituted vide No. 2116-25 dated January19, 2009 and approval of these recommendations by the then Minister PWD(R&B) and Chairman, JKPCC Gulchan Singh Charak, without adhering to codal procedure of inviting tenders for this Project of more than Rs 30.00 Crores and allotted the same in favour of M/s AK Constructions, Builders and Engineers. SAC questioned how JKPCC could grant the contract for the construction of the said Bridge to M/s A.K. Constructions, Builders and Engineers without inviting tenders and without demanding security or Bank guarantee release anamount of Rs 2.66 Crores in favour of the Contractor as mobilization amount. The Bridge which was intended to becompleted within a periodof about two years has not been completed even today,when about five years have come to pass and Crores of rupees have gone waste, SAC observed and issued notices in this regard to the above mentioned parties and asked for appearing in person and file statementof defence. It is worthwhile to mention here that State Vigilance Organization has registered FIR NO 15/2011 regarding this contract. According to the VOJ Case verification conducted into thematter has revealed that Sh Mohammad Subhan Najar, the then Managing Director, J&K Project Construction Division (JKPCC), Nazir Ahmad Shah, then Chief Engineer R&B Kashmir, M.M. Sharma then Chief Engineer R&B Jammu, Daleep Thusoo, thenGeneral Manager, JKPCC, Jammu, V KChanna the then DGM JKPCC Unit IX Doda, S.K.Seth,the then DGM JKPCC, Gopal Sharma the then Assistant Engineer, JKPCC Doda and AnilKumar Sharma Prop of M/S A.K. Constructions Private Ltd entered into a criminal conspiracy among themselves and in pursuance thereof, JKPCC arbitrarily andwithout inducing any competition awarded contract for tendering for construction of balanced cantilever bridge over river Chenab at Puldoda, Dodain favour of A.K. Constructions Pvt Ltd. |
