Mini-bus operators violate traffic laws with impunity, administration sleeping

Jammu, Mar 27: It is an open secret that mini-bus operators in the city violate the traffic rules-be it overloading of their vehicles, skipping signals, plying vehicles without requisite permit or just halting in the middle of the road to take more passengers.
It is also mandatory for mini-bus operators to wear proper uniform but they still continue to operate vehicles freely on city roads without uniform.
Despite the fact that all these rules are broken, traffic police are completely "insensitive" and "inactive", turning a blind eye toward whole mess on city roads. The traffic police have failed to punish the erring mini-bus drivers, who seem to break rules with impunity. Much to the common man's chagring, Jammuites get to see almost everyday that traffic cops engaged in"negotiations" with mini-bus drivers, who had just broken a rule. "The city is grappling with the worse congestion on roads but the traffic cops deputed on important points in the city simply have turned mute spectators. The mini-bus operators have developed a nexus with traffic personnel, paying them (cops) 'entry' ats everal points on monthly basis so that they could easily ply their vehicles despite violations of rules," said Rakesh Jamwal, a commuter who caught intraffic jam at Dogra Chowk. If mini-bus operators of Panjthirthi-Shastri Nagar route are to be believed, they had been paying Rs 150to Rs 200 per month each at 24 points as 'entry' to traffic cops so that theydon't face any kind of harassment at the hands of the cops.
Similarly, the drivers on all city routes have to pay the traffic cops 'entry' at several "specified "points to ply their mini-buses. "Last month, I asked the traffic cops deputed at Kachi Chawni and Dogra Chowk to wait for a day or two as I was not able toply the vehicle for preceding three four days. At this they abused him and threatened to take the vehicle under his custody. At this I got scared as vehicle going under police custody means challan (fine) ranging from Rs 1500 to2500, I paid them Rs 400 (Rs 200 each)," said Sudesh Kumar (name changed).
"They would not stopping harass and challan the drivers in case they complete all formalities and follow rules," he remarked. "It is difficult to take action against the cops indulge in such malpractice until somebody comes with a formal complaint. For, the drivers who are doing this and the officers colluding with them will obviously never admit to it," a traffic police official said requesting anonymity.
