India rejects Pak objections vis-a-vis J&K project
Jhelum waters in Uri haven't been diverted

BL KAK
NEW DELHI, JAN. 24
India has termed as "totally baseless" Pakistan's statement, charging Indian authorities in Kashmir with diverting the waters of the river Jhelum for the second phase of the hydroelectric project in Uri in Kashmir Valley. Islamabad's allegation that New Delhi allowed violation of the Indus Water Treaty in Kashmir "does not hold water", it was officially stated.
The construction of a 37-metre-long tunnel to redirect the Jhelum river for the second phase of the hydroelectric power project in Uri has been completed. Public sector National Hydroelectric Power Corporation (NHPC) had assigned to the Hindustan Construction Company (HCC) the construction contract for the 240-MW Uri-II project. A spokesperson of the HCC has stated that the company has sucessfully constructed the tunnel to divert the water to the dam site iu Uri near the Line of Control (LoC).
Answering a question by EARLY TIMES, the spokesman divulged that the tunnel was constructed at a "brisk pace" despite the area being prone to incessant rain and snowfall and the earthquake in 2006.The total cost of the project is Rs 17.24 billion including the contract value of Rs 5.75 billion. The NHPC is executing the project with a 70:30 debt-equity ratio. The government of India provides the equity through budgetary support and arranges the remaining funds as term loans.

The project includes the construction of a dam, an underground powerhouse (240 MW), a headrace tunnel, a tailrace tunnel, a diversion tunnel, a surge shaft and a pressure shaft. It is being constructed immediately downstream of Uri-I. The HCC said that the construction had started in January 2005 and was scheduled to complete in September 2009.
According to the NHPC officials, the project would pick up its tail water to make use of the gross head of about 145m available in the course of the river between Uri-I tailrace outlet and a place located about 1.25 kilometres downstream of the confluence of Goalta Nallah and Jhelum, close to the LoC.
It is official: The waters will ultimately flow into the main river. There would not be a water loss on the Pakistan side. Pakistan had taken up this issue at the annual meeting of the India-Pakistan Indus Commission last year and sought a special meeting of the Indus Water Commissioners on the Uri-II power project.
