Rs 2289 Cr works done in Gandhi Nagar constituency in violation of codal procedures

JAMMU, Mar 27: Works at an estimate of Rs 2289.38 crores were undertaken as well as completed in Gandhi Nagar assembly constituency in the year 2011-12 allegedly in breach of the codal procedure.
Sources said that all these works were done at the sweet will of certain officials of PWD or under the political pressure. This startling revelation has been made by PWD department in response to the RTI application filed by one Prem Singh son of Nihal Singh of Upper Belicharana. The department has admitted fault in clear-cut manner against the questions filed by the RTI activist.
In response to RTI application vide No 18144-46, the Executive Engineer PWD (R&B) Construction Division No 1, Jammu has said that "all the works for which the payment has been made by this department are either technically approved or have been allotted after calling tender under rule and no payment has been released by the department for works which are not technically approved or are being executed without calling tenders."
The statement came in response to RTI plea which questioned works undertaken along with construction expenses of every works in Gandhi Nagar constituency doled out without approval and without calling tender and payments released during the year 2011-12. However, after getting a 13 leaf reply from the Executive Engineer PWD in which 191 construction works were completed, a coterie of RTI activists who are going to file a PIL alleging that the officer did not mention the names of newspapers in which tender works were got published.
Infact the RTI activists wanted to go to abyss to see where the things went wrong compelling the concerned department and authorities to put the set norms of the government including calling formal tenders from prospective parties and instead following codal formalities the authorities accommodated the blue eyed individuals but not the competitors
