Uproar continues; so does extension, re-employment in J&K | We act where we desire! | | Syed Junaid Hashmi JAMMU, Mar 28: With uproar continuing over retired officers manning important positions, administrative department of Jammu and Kashmir government brazenly continues with its policy of granting extensions to retiring officials. In the latest instant, Chairman of Board of Professional Entrance Examination (BOPEE) Prof. Mushtaq Ahmed Peer has been granted another extension of three months by the state government which has found it difficult to find his appropriate replacement. Peer has been granted another extension. His two year tenure ended on March 17, 2011. He was granted an extension of 1 year. After this term expired on March 17, 2012; he was given an extension of one year and thereafter, now he has been given an extension of three months or till the time, the new Chairman does not take over. Secretary of Jammu and Kashmir State Board of School Education (JKSBSE) Dr. M.S Baloria has also been given an extension of one year, again on the pretext of not being able to find an appropriate choice. Similar is the case of Director Forensic State Laboratory (FSL) Inaytullah Khan and Deputy Director Harnam Chand Bhagat. Both had retired and have been re-employed on September 2, 2011. Ask for the reason and you would come to know that both have been re-engaged because police officers were not ready to take up the assignment. However, sources said that more than non-availability of officers, it is the political connections of these officers which have helped them in remaining in-service despite having retired years ago. Further,, state government has engaged two retired officers as Consultants for preparation of 12th Five Year Plan (2012-17) for the state for a period of three months. Interestingly, of these two retired officers, S. Mahajan, ex-Secretary Planning and Development Department and G.A. Qureshi, ex-Director General, Economics and Statistics, the later is facing serious charges of administrative irregularities. Yet he has been included in the official team which would be preparing state's plan as per the approach paper and guidelines for classification of expenditure issued by the planning commission of India. Besides, these two officers, a pest controller Dr. Khursheed Ahmed Zargar, who is likely to retire in the next few days, has been posted as Secretary in the state women commission on deputation basis for a period of two years with a rider that he would retain lien and promotion prospects in the Animal Husbandry department. If sources in the civil secretariat are to be believed, the seemingly rehabilitation order has been issued on the directions of Chief Minister's office. Others who have been re-engaged and given extension include Mohammed Yousuf Special Secretary Law has been placed as OSD to Agriculture Minister on the salary of 55,400, PN Koul as OSD to Agriculture Minister, Fida Ali Dy Director Inf as OSD to CM, Sardar Shabir Khan Director Rural Sanitation, Mohd Shabir Law Officer as OSD to Minister for CAPD SKA Qadri DG Archives and Museums as consultant Tourism and Culture, Mushtaq Ahmed Saddiqi Spl Secy, RK Mahindroo Member SSB consultant in Finance Deptt, BR Sharma Pvt Secy with Health Minister, Krishan Lal Bhagat ZEO as Addl PRO with Health Minister, Farooq Nazki (72) media consultant to Inf Deptt, BA Bandey Jt Director Horticulture as OSD to Minister for Industries, Tsering Morup Manager SMG office Asstt in Ladakh Affairs, SK Arora Pvt Secy, Spl Assistant to Minister for PHE, Mir Najibullah Chief Engineer as Executive Director Communication and Capacity Dev Unit, VK Abrol CE, PHE as consultant in PHE, I&FC, HA Qureshi DG Eco and Statistics, A.K.
