Mafia grab Garkhal forest closure with impunity

JAMMU, Mar 28: The state government seems unable to protect Garkhal/Kanchak's prestigious forest closure which was established over 300 kanals of State land by the MFP Projects of Forest Deptt in the year 1994-95 in Rajpura Mandi & Garkhal areas of Tehsil Jammu & Akhnoor respectively. The land grabbers encroached the entire closure in 2008 and have been able to get proprietary rights over the land by managing entries in the revenue records.
In response to a complaint filed by the MFP Project Officer, Jammu in 2008, the then Divisional Commissioner Jammu, directed the Deputy Commissioner, to immediately intervene into the matter and get the forest land evicted from the illegal control of land mafia and submit an Action Taken Report.
Information sought under RTI Act filed by Social Activist, Satish Kumar reveals that the action taken report is still awaited by the Divisional Commissioner. Pertinent to mention that some portion of this closure was retrieved and handed over to Forest Deptt. by the Revenue Authorities in June 2011. However, it has again been encroached upon by the land grabbers.
Moreover, Forest Deptt has spent Rs. 3,97,679/- for the establishment of this closure in 1994-95 and further invested Rs. 1,43,255/- from 2001 to 2009 including its re-fencing cost in 2009. The locals allege that the repair of the fencing was intended to save the crops of the land grabbers. The land grabbers including a local and another from Chhatrayian village of R.S. Pura enjoy political patronage and the Forest Department is sitting tight lipped over the issue.
On 26.12.2007, the Patwari of Panjore Patwar (Block Marh), Bodh Raj Sharma had reported that 460 kanals of Govt. land in khasra No. 609 Patwar Panjore was under the possession of MFP Projects and on 12.06.2009 same Patwari issued a Nakal/copy to the land grabbers showing them as illegal occupants of 40 kanals of forest closure land under same khasra number. But the revenue field staff mutilated the records during the settlement operations completed in 2008 to give undue benefit to the land grabbers at the cost of the State.
Many representations were moved before the DFO MFP projects but no action has been taken against the trespassers till date. The people have sought appropriate measures from the concerned ministry.
