'Govt claims flawed, achievements far below targets'

Jammu, Mar 28: Taking a dig at the Chief Minister Omar Abdullah for his style of functioning, former Deputy Chief Minister and Peoples Democratic Party senior leader, Muzaffar Hussain Beig today alleged the CM had neither understanding of planning process and procedures nor has he time or willingness to 'learn ' anything from the opposition. He said that Omar Abdullah led government was scared of listening to PDP as the party members speak truth and project ground realities in the state, which they (government) were not ready to face.
"He is a modern Chief Minister equipped with modern gadgetries like blackberry …..he is surrounded by ministers and other well wishers in whose company he derives pleasure……obviously he finds no time in understanding the intricacies of Planning on which I could have suggested some corrective measure", Beig said in a satirical expression while speaking to media outside the Assembly after he was denied time to speak inside the House. The PDP leader ridiculed the claims of the government with regard to Planning and Plan size contending the whole procedure was flawed in the wake of the fact that the present government decides about budget, allocations etc. without even knowing or having any idea about the plan size. "We would always get the plan approved first and later formulate the budget…but they are following the reverse trend……it is totally flawed which is why I would have made them understand what is the difference …", Beig said adding that the whole budgetary allocations and departmental grants are based on figment of imagination by the government.
Later, taking part in the discussion on grants of Planning, Power, R&B and Vigilance, which are under Chief Minister Omar Abdullah, Beig said, "We always want to give constructive suggestions to the government, but it is never prepared to listen. Problems facing the state are concern of everybody", he said.
Dismissing government claims on growth rate and achievements on front of development, Beig said during PDP led government, borrowing were just Rs 2072.87 crore as against almost over double rise in the figure at present as the borrowings from various financial institutions have risen to Rs 3979 crore.
He said despite huge funding and central assistance the present government has failed to show results on ground ."Central assistance was Rs 4403 crore during 2002-05 while it is now Rs 9892 crore…..the finance minister is portraying a rosy picture by saying the government has managed to pull out the boat of J&K out of stormy waters which is incorrect…", Beig said adding that PDP too wants to take the state to safe end of sea but government was not willing nor had it the courage to listen to our suggestions for improvement.
He also dismissed the claims of growth rate contending this was not possible in the wake of the fact that inflation on food items and other articles had almost doubled.
"Prices of almost all the essential commodities have increased in past few years and it has affected the overall growth rate. How can government claim that state is moving towards positive growth", Beig said adding that the achievements shown by the government in planning and other fronts are far below the target.
Taking a dig on no efforts to improve scenario in backward areas, Beig pointed substantiated this with figures and said government talked about equitable and inclusive growth, but it has not done anything on the ground.
He said that power sector is emerging as major defaulter for the J&K, but government has not been able to bring reforms in the sector, "Income is less as power sector is facing 50 per cent deficit. T&D losses are at 62 per cent. The government has miserably failed to act against electricity pilferage and theft.
