Omar rules out J&K's support to NCTC, says won't allow suo moto operations | 'Assertion on AFSPA revocation: not far from my goal' vPak imposing hurdles in Rehabilitation Policy, Amnesty to stone pelters | | Early Times Report Jammu, Mar 28: In what can be seen as the move to garner political scores , Chief Minister Omar Abdullah today ruled out that J&K supporting centre's NCTC and said in no way the government would allow its operational aspect unless and until state's won police force was taken into confidence for such action. Omar also parroted the commitment on AFSPA revocation on a loud note and said even though negotiations were on for reaching consensus but he is not 'far from envisaged goal' and he would make it happen during his tenure , most likely this year. Admitting that there was no headway in the much publicized Rehabilitation Policy for the militants across the border , Chief Minister blamed it on Pakistan, saying the neighbouring country was posing hurdles and not allowing 'our people' to return. The Chief Minister made these assertions on political fronts in the Legislative Assembly in his reply to the discussion on the grants of the departments under his charge. " We have made it clear to Centre that they cannot take any suo moto action or conduct any operation without taking governmet's permission….." the Chief Minster said adding that experience shows such actions often result in HR violations. He however said the government had no objection in intelligence gathering and its analysis, which are two other components of the NCTC told the Legislative Assembly that the NCTC has three main functions of gathering Intelligence, Analysing it and Operation on ground. " Time has now come for this Act to go…", Omar said on an assertive note contending that state government need not ask the Centre or seek permission for it as it is cabinet which has powers to implement or order its discontiunace…", the Chief Minister said. It is true that we have not yet reached unanimity yet but all except Army has been opposing it in the negotiations. But that has not dampened our spirit and commitment Omar said announcing that he shall make it happen during his tenure and the process shall start anytime soon . " I shall not hesitate to move a step backward in order to move two steps forward……", the CM summed up his commitment on this note on AFSPA revocation. The Chief Minister the Rehabilitation Policy has not proved fruitful as yet as no one has so far returned from across the border even as the government had received 1030 applications out of which clearance was given to 67. " Pakistan doesn't want this Policy to be successful….. it would antagonize and spill water on all they have been doing during last over 20 years which is why they are trying to make provocative statements frequently through Syed Salaudin and others…….", CM said. However he said state government was looking up for some other options and was in touch with Centre as to how the persons interested to come back could be allowed an alternative entry through other means. |
