| Politicians and security forces | | Er. Jitender Kohli | | The security forces are raised for the national security and to assist during the natural calamities. The security forces have variant sections having specific responsibilities revolving around the aim of national interests. The Army, Navy and Air force are to guard the national land, sky and sea. The Para-military and police are confined to the internal security leaving BSF apart who is also to hold the first defense line at the national borders. The security is further strengthened through intelligence network liable to spot the ill-designs of the enemy, intentions and acts of the anti-national elements, the corrupt deeds of bureaucrats and other ill-intentions within the society. The entire system is a constitutionally woven network depending on the patriotic youths supported by the experience of the seniors in the respective fields.
The forces have provided a safe life to the society facing the proxy-war unleashed by Pakistan. In return the society is responsible to take care of these youths, respect them and ensure civilian sincerity toward nation. To ensure the basic demand of the personnel the governing arm of the nation is required to be very fair and on the toes to meet their necessities. Accordingly the President of India leads them and their necessities are looked after by the Defense Ministry. The politicians are to manipulate variant methods to keep the forces ready to defy foreign attacks and to implement state terrorism to counter the foreign aggression, proxy-war, terrorism, militancy, extremism, insurgency and at time to meet the political violence movement. These require a complete coordination between the forces and the politicians. The head of the specific wings know much better than the politicians the men and material required to keep the wing ready to repulse the enemy designs.
The politicians having lesser knowledge about the ground realities at times defer the forces requirements or some time delay the procurement. In 1959 General K. S. Thamaiya visualizing the Chinese threat at the border had submitted a plan to make army ready to the meet the aggression to the then defense Minister V. K. Krishna Menon who didn't even heard it making the general to approach the then Prime Minister Jawaharlal Nehru who defused the wedge between the two but the plan was not considered. This political folly made nation to bear 1962 Chinese aggression loosing precious lives and had to surrender national territory.
In 1980 Prime Minister Indira Gandhi had asked Lt. General S.K. Sinha to attack the sacred Golden Temple at Amritsar which the general refused in the interest of the nation as Army is to maintain integrity of the nation. The Prime Minister Indira Gandhi didn't hear the general and promoted a junior general as the Army Chief in 1983 to keep her designs alive. The general Sinha, being a disciplined soldier didn't make issue of it but had resigned from the services. In 1992 general Rodgers, in an interview, had said the P. V. Narsimaharao government is not properly working. The parliamentarians made it serious issue and the general was made to regret it.
In 1998 the Chief of Naval service, Vishnu Bhagwat had shown resentment over the promotion of Vice Admiral Harinder Singh as Deputy Chief made by the government overruling certain services norms. The government instead of making the actions straightway had dismissed the Admiral Vishnu Bhagwat.
The birth date issue of the present General V. K. Singh is evident from the official negligence, the political habit of deferring all the important cases related to employees, the lack of long vision to settle the problem before the situation deteriorates. The political circle had made an issue of it which further exposes their inefficiency resultant because of habit of delaying all the important issues than of their political compulsions. Why this simple case was not settled years back and closed for good ? The Indian army is waiting for the combat material for the last twenty years to procure to modernize it, the tenders or negotiation is sidelined by the political authorities on the one or the other pretax. One is at loss to understand what makes them to defer the national security assignments?. The letter of General V. K. Singh to the Prime Minister S. Manmohn Singh about the delay in the modernization and necessitated supplies seems the repetition of the 1959 incidence where now China is once again involved. Perhaps the Congress (I) lead UPA is scared of Boffer gun scam and wishes to just pass their political life without any further fuss at the cost of nation. The conflict between the security forces and politicians is a serious matter. The politicians are more worried for the leakage source of the general's letter than pinpointing the defaulter in delaying the modernization of the forces. The shattered confidence is harmful to the nation and the worst sufferer to be the society. It is a common lesson that if the national defending forces are compelled to streets for their requisite rights the governing body dooms. Still the politicians are more confined to secure their political life and their governing seats. In Kashmir valley, for political gains, the security forces are alleged for human rights violations. The so called victims exposed the facts of their motivation by one or the other political party or separatist leaders. A loud voice is raised to expel the AFSPA and a cry for the withdrawal of forces from this state. This voice is to keep the valley Muslim and separatist leaders in humour to keep the NC - Congress (I) collation intact. For the last nine years none of the state government authority submitted a proposal to the central home department. The double standard on the subject exposes the state leader's intentions.
The dictator of Pakistan, zia-ul-Haq, had waged a Proxy-war against India, continued by the following governments had found some supporting elements on this side of the valley. This section has exploited the religious card through the Moulvies, Madarasas and infiltrating the Kashmir police by surrendered militants as SPOs and so on. One can recall that many times in the past the SPO and vehicles were found used for the terrorism incidences. One can recall the confiscated revolvers/ pistols and guns from the militants were sold out at a throw away price to the state politicians. Part of which was again recovered from the militants. How it reached them is never made public nor the erring politician booked for it. The arms and ammunition was recovered from the politician's premises what happened in those cases is not known perhaps snubbed. The political image require reformed with a balanced governing keeping national interests in the front followed with casting their exemplary character in the society.
The Indian Army and allied Para-military forces are fighting hard against the Pakistan waged proxy-war and local supported terrorism. While combating the terrorists, recovering the arms and ammunition forces are bearing the loss of their personnel. They require outright support and assistance from the politicians and society. The patriotic and nationalist politicians must unite crossing their party lines to fill the void being generated by negligence in modernization of Indian Army and to settle all the differences of opinion in a camera and not in the public. The electronic media should adopt a low profile in reporting on such issues. |
