`Probes are ordered to quell public uproar'

Jammu, Mar 29: On March 27, the Peoples Democratic Party (PDP) president, Mahbooba Mufti lashed out at Omar Abdullah and accused him of promoting a culture of impunity in the state through its inaction and incompetence. "Be it instances of gross corruption and malpractices by ministers and officials or crimes like the killing of Haji Yusuf, this government has adopted a standard practice of announcing meaningless probes to tame the gullible people" she said. "No probe has been taken to its logical conclusion but this attitude has resulted in serious erosion of credibility of all institutions of the state", she added. Mahbooba was rightly anger though not fully justified in her accusations. Chief Minister, Omar Abdullah admitted his helplessness last year on May 4. He made a candid confession on social networking website Twitter. He said: "We'll make a lot of noise & order inquiries & then forget about it till the next one goes down." Interestingly, the PDP led coalition ordered as many as 43 Judicial/Magisterial/ Administrative probes during its three year term. Action was taken in 4 cases. However, the action taken surprised and shocked the people. The guilty officers were reinstated. Twenty-eight probes were ordered by Ghulam Nabi Azad's government. Action was taken in 2 cases. One was stayed by a court. The Governor also ordered 6 probes during his brief stint in 2008. Nothing came out. Dr Farooq Abdullah ordered 40 probes during his rule. The findings were never made public. After restoration of `democratic' rule in the state in 1996, the only case where probe was completed in a week and the culprits booked under relevant sections of the Ranbir Penal Code (RPC) is Zahid Farooq's case. Zahid, a student got killed near Nishat on February 5. Legal experts and human rights defenders believe the probes are ordered to quell public uproar. A human rights defender said: ''whenever a rights violation takes place, the government quickly orders inquiry to quell public uproar. This way they not only deflect the pressure but also aim to put up a clean image before the people. However, probes never reach completion."
