Govt yet to extend helping hand to majority of widows and destitutes | | | EARY TIMES REPORT Jammu, Mar 30; Jammu and Kashmir Government, which has time and again witnessed criticism for misgovernance, once again is under severe criticism for being failed to extend its due help to as much as 149838 cases from widows, destitutes and old aged people for grant of pension which unfortunately are in uncertainty. As per sources the coalition government's reports indicate, has not been able to fulfill its oft-repeated commitment of covering maximum number of people under the social security schemes offering monthly pension to widows, handicapped and old age persons, as many as 1.5 lakh cases pending with the social welfare department await approval for past many years. As per official records, 149838 pension cases of widows, old age and handicapped people pending with Social Welfare Department are awaiting clearance with the government fawning helplessness on the plea of lack of resources. The records reveal that 81348 cases await clearance from Jammu division, while 68490 cases are pending in Kashmir division under two schemes of Indira Gandhi National Old Age Pension Scheme (IGNOAPS) and Integrated Social Security Scheme (ISSS). While 36988 cases are pending in Jammu division under IGNOAPS scheme, 44274 are pending under the same scheme in Kashmir division. Likewise under ISSS scheme 44360 cases of old age, widows, women in distress, physically handicapped cases are pending in Jammu division, while 24216 cases are pending in Kashmir division, official records divulge. The government has belatedly constituted a high powered committee under the chairmanship of Chief Secretary to take measures for clearance of the pending cases. The committee has deliberated upon the issue and decided to clear the cases in a phased manner subject to availability of adequate funds. "To cover 81262 pending applications under IGNOAPS, Rs 39 crore each under Central and State share, at the rate of Rs. 200 each month per beneficiary are required annually," the government said. It further says that the matter for the enhancement of existing targets of 129000 beneficiaries and release of requisite funds under Central share has been taken up with the Union Ministry of Rural Development. |
