Nothing makes a difference in JK | Rather Panel or interlocutors | | Early Times Report jammu, Mar 30: During the past three years Omar Abdullah has not only changed in appearance, his priorities have also changed. There was time when he talked about autonomy and even constituted a panel headed by the Finance Minister to study Justice (Late) Sageer's recommendations. But ever since the panel was constituted, Omar has never talked about autonomy. On October 13, 2010 the state government referred Justice Sageer's recommendations to the panel for consideration. The Rather Panel was supposed to submit its report within three months. The Panel, however, completed three months on January 13, 2011. No report was submitted at the end of the deadline. In fact, no report has been submitted till date. Surprisingly the Panel was formed when New Delhi had already nominated its interlocutors on Jammu Kashmir. While the Panel has been almost forgotten, the interlocutors are also awaiting consideration of their report by the Home Ministry. Justice Sageer headed one of the working groups formed by the Prime Minister in 2006. The National Conference considered Sageer's passing reference to autonomy as its a victory. The Interlocutors were appointed in October 2010 following the agitation that left 120 persons dead in Kashmir. The team visited far flung areas of the state several times to know about peoples' aspirations. They met journalists, civil society actors, politicians and detained militants. The report was submitted last year. But the Union Home Minister seems in no hurry to go through the `vital' report. People close to National Conference believe Omar has compromised his integrity to stay in chair for six years. According to them, he has softened his stand on the revocation for AFSPA. The National Conference instead extended support to the NCTC - a mechanism to fight terrorism. Peoples Democratic Party (PDP) president, Mahbooba Mufti considers it more draconian than the AFSPA. The Interlocutors are also desperate. The Chief Interlocutor even urged the former Chief Minister, Mufti Sayed to request Home Minister to consider their report. |
