4-lanning of Jammu-Srinagar NH hits road block | State government fails to disburse land compensation to the affected | | Bashir Assad SRINAGAR, Apr 1: It may sound absurd, but fact it is that the tall claims of the government about according top priority to four lanning and maintenance of the National Highway I in Jammu and Kashmir , as was also summarily recommended by the Working Group III headed by C Rangarajan, fall flat when the official figures itself reveal that out of 528 Crores deposited under National Highway Development Project-NHDP on EPC basis as part of the North South Corridor towards land compensation, only 275 Crores have been disbursed to the affected people while as 253 Crores are still lying with Deputy Commissioners of 9 districts. This speaks volumes about the functioning of government in the state. Rangarajan Working Group on Economic Reconstruction constituted by Prime Minister in 2006 had recommended 4 lanning and repairing of National Highway- I in Jammu and Kashmir , however, the huge amount released by National Highway Authority of India towards land compensation to the affected people has not been disbursed to them that has virtually hindered the process of land acquisition and its transfer to the project. Official figures suggest that as against the total amount of 528.20 Crores, only 275.03 crores have been disbursed among the affected people. In Jammu Division, district-wise break up of the total amount deposited and the amount disbursed among the beneficiaries suggest that DC Kathua has disbursed only 1.37 crores out of 13.72 Crores deposited with him for the purpose. Similarly DC Samba has disbursed only 0.70 Crores as against the total amount of 4.00 Crores. DC Jammu has disbursed 3.79 Crores out of 27.42 crores, DC Udhampur 30.32 Crores as against the total amount of 91.72 crores, DC Ramban 37.72 Crores out of deposited 93.48 Crores. In Kashmir division the ratio of disbursement of the compensation among the affected people is slightly more than that in Jammu. Out of total amount of Rs. 138.65 Crores deposited with the DC Anantnag only 79.01 Crores have been disbursed so for while as in Budgam district 42.09 Crores have been disbursed out of 45.43 on the other hand DC Pulwama has disbursed 64.63 Crores out of the total deposited amount of 86.21 Crores while as DC Srinagar has disbursed 15.40 Crores out 27.57 crores. Due to non-disbursement of compensation to the affected people, possession of land could not be taken over which has virtually resulted in delay in the implementation of the project. The state government is supposed to acquire the land for the 4 lanning of the National Highway while as the execution of work on the project which is already in progress is carried out under NHDP Phase II on Build, Operate and Transfer (BOT) basis, however, the state government could not even disburse the compensation to the affected people. Divisional level Monitoring Committees constituted by the state government way back in August 2009 under the chairmanship of Divisional Commissioner Kashmir/Jammu were entrusted the job of monitoring the monthly status of the land acquisition and disbursement of compensation , however, the official figures suggest that the committees like other committees are casual in approach. What would have been the fate of the project under J&K government control is any bodies guess. |
