Of State Advisory Boards which advise nothing | | | Early Times Report
Jammu, Apr 2: State Advisory Boards and Commissions, whose constitution by the government has invited large scale criticism from the opposition besides petition in the State Accountability Commission, have failed to do justice with the objective with which they were constituted, as lack of quorum that is mandatory for their decision making has left them defunct and obsolete. Minister for social welfare Sakina Ittoo today admitted that lack of quorum in these advisory Boards was a major reason for their non performance. The minister however assured that the members shall be nominated soon so that the commissions could deliver. JKNPP MLA Harsh Dev Singh had pointed out while asking a listed question that even as over 1500 villages were awaiting inclusion in the backward areas for years, the commission had failed to take up the cases due to lack of quorum. He also questioned the criteria behind appointment of heads of commission and their ministerial status. "These commissions and Boards are government bodies but their VCs are appointed on political considerations" Said Harsh Dev. "The government has also flouted the provisions of section 38 of the constitution by conferring them with ministerial status as the strength of the council of ministers of the coalition government has exceeded the limit. The Advisory Boards constituted by the government include J&K State Advisory Board for the welfare of scheduled castes with Swaran Lata as the vice chairperson, state advisory board for pahari speaking people with with Mushtaq Ahmad Bukhari as its vice chairman, state board for welfare of backward classes with Kuldeep Raj as its vice chairman, state advisory board for welfare and development of women with Khemlata Wakhloo as its vice chairperson and state advisory board for the welfare of Gujjars and Bakerwals with Bashir Ahmad Naz as its vice chairman. All the VCs have been conferred status of MoS. While opposition has been terming constitution of the Advisory Boards and appointment of their vice chairmen as an exercise by the government to accommodate the defeated politicians of the coalition partners, a petition was filed in the state accountability commission challenging govt.'s decision to appoint their vice chairmen conferring minister of state status on them. |
