RTI activists seek permission from Guv, Speaker,CIC for 'videography' of cases | 22 cases disposed of without calling appellants, admits JKSIC | | SUMIT SHARMA
Jammu, Apr 2: With the admittance of disposal of 22 cases without calling appellants in an application moved by RTI activists, the RTI Volunteers now have sought permission for the 'videography' of the cases being tried at SIC (State Information Commission) J&K and in this regard they have written to the Governor of state N N Vohra, Speaker State Assembly Mohd Akbar Lone and Chief Information Commissioner, and JKSIC,Jammu G R Sofi. Surprised over the proceedings in the State Information Commission, RTI activists have moved applications to the Governor, Speaker of Jammu and Kashmir State Legislative Assembly Chief Information Commissioner (SIC) and Secretary General Administration Department (GAD) seeking permission for videography of the proceedings in the commission. Pertinent to mention here that Jammu & Kashmir State Right to Information Act 2009 which was constituted by the Jammu and Kashmir government by virtue of the powers conferred under Sub-Section (1) of Section 12 of the said Act, for promoting transparency and accountability in the working of every public authority with an objective of ushering in good governance. But with the disposal of a huge chunk of cases filed by RTI activists has raised eye brows and the 'creditability and accountably' of institution has come under cloud for the activists pursuing cases for the cause of the people and society. The application was moved by RTI activists following complaints of bias attitude of the commission. In the complaint filed to the Governor and Speaker the RTI activists has alleged that that various complaints are pending with the State Information Commission adding majority of the complaints filed to the JKSIC are either misplaced or disposed of without giving any opportunity to the appellant of being heard which is obviously against natural law of justice. Meanwhile an application was filed to the JKSIC in which the commission admitted that 22 cases were disposed of without calling appellants. The admittance is itself a shocking but now the ball is in the court of above said dignitaries to whom the activists have written for seeking videography of the cases at JKSIC. For inept many cases disposed of without summoning the appellants included viz. the appeal File No SIC (J) complaint No 356 filed by one Deepak Kumar sought reason behind FSL's refusal to give postmortem report, JKSIC disposed of case without calling the appellants. Similar fate was met to case filed by one RTI activist filed against Kashmir University titled as Raman Sharma v/s Kashmir University.
