VC wants extension for `guilty' teacher

JAMMU, Apr 2: Undeterred by the sensational discourser by the auditing team that two teachers of the rank of Professors have taken away around Rs 60 lakh as excess wages, the Vice Chancellor of Shri Mata Vaishno Devi University (SMVDU) Katra in district Reasi, Prof RNK Bamezai seeks extension for one of them.
As per the reliable sources, despite negative reporting from the office of the Chancellor, Governor, N N Vohra, the Vice Chancellor continues to make efforts for extension to this blue eyed teacher, C L Razdan.
Interestingly, the Chancellor's office has already stopped the release of salaries to Razdan finding his regular appointment after attaining superannuation from state government and then retirement from the University last year at the age of 64 years in violation of laid down service norms of the University Grants Commission (UGC).
Presently Director, School of Architecture and Landscape Design in SMVDU, Prof C L Razdan was allowed to retire second time in his life after his first being in 2006 (at the age of 58 years) from the Architect Organisation of J&K State.
Expressing their concern, informed sources said that a person, who is retired from his earlier services, is never entitled to the same benefits in any of the organization he serves thereafter. But, surprisingly, the SMVDU offered, CL Razdan a scale of pay of Rs 18400-500-22400 at the time of his appointment in February 2007, knowing that latter was drawing pension from his services with the state government.
Since Prof Razdan is close to the Vice Chancellor and allegedly works on latter's terms as member of various decision making committees of the university, he (VC) and Registrar have, in separate letters, told the Chancellor's office that deduction of paid salaries was something `unethical'. And, crossing all limits of nepotism, now, Vice Chancellor has started writing to the Chancellor for extension.
Little bothered about the future of those deserving in the pipeline to hold the position occupied by Razdan, the University further adjusted this individual violating with impunity the University Grants Commission (UGC) guidelines of 2002.
The UGC had informed Registrars of all the universities not to re-employ the retired persons. The letter read: "It has been brought to the notice of the UGC that some of the Universities are appointing retired teachers to the statutory and non-statutory bodies of the institution. The matter has been examined by the UGC and it is decided that no retired teachers after the age of 62 years be appointed on any statutory or even non-statutory position, in Universities and Colleges."
Meanwhile, a retired university teacher pleading not to be quoted informed that as per the Supreme Court ruling, a person employed in violation of prescribed rules is not entitled to any benefit, including salary. The SC bench of Justices P Sathasivam and BS Chauhan delivered the judgment.
