Army told to promote interaction with civilians in J&K

Jammu, Apr 3: Senior Army functionaries deployed in Jammu and Kashmir, have been advised to promote interaction between the troops and the people, especially in the farflung and border areas in the state, with the purpose of reducing the trust deficit.
Official sources said today that senior Army officers have been told to make interaction with people as part of their regular programme which could help the troops in understanding problems and difficulties people faced in the border areas. Such regular interaction could help people in shedding certain misgivings and misconceptions about the working of the Army.
According to these sources, senior Army functionaries have been advised to initiate measures for resolving some of the problems being faced by the people in the border areas. This would, in return, encourage people in the border and forest areas to cooperate with the troops engaged in anti-insurgency operations. Over the years troops deployed on the border have learnt that peoples' cooperation was needed in their anti-militancy and anti-infiltration operations.
In this context top functionaries in the Northern Command and in the Army headquarters in New Delhi have appreciated steps taken by the Corps Commander, Lt. Gen. S. A. Hasnain in promoting interaction between people and the field commanders in the border areas. Official sources said that it has been under Gen. Hasnain's guidance and direction that there has been hardly any case pertaining to human rights violations or excesses having been committed in the northern areas of Kashmir during the last six months.
Experts favour interaction between police and people on the scale of Army-civilian contact which was needed when the police was to be given the task of handling law and order and militancy related activities after sizeable reduction of troops and paramilitary forces from within the civilian areas in the state.
