Assembly appeals GOI to take up issue with Pak | CM for doing away with bartar system, vouches for better banking | | early times report Jammu, Apr 4: J&K Assembly unanimously appealed Government of India today through verbal resolution to take up the issue of bringing requisite improvements in Cross LOC Trade with Pakistan to make it meaningful and purposeful. The entire House also supported Chief Minister Omar Abdullah's suggestion of doing away with the existing 'Bartar' system and replacing it with trade through proper currency by putting in place banking facilities besides setting up communication links between the two sides for traders. The House endorsed CM when he said GOI must take up the issue with the President of Pakisatn during his forthcoming visit to India. It was during the question hour Chief Minister while intervening in a reply regarding this issue said that there were two practical difficulties which are not allowing cross border trade to grow with desired pace. " As far as bus service between sides is concerned we have certainly made progress and improvement as more and more passengers are allowed and their stay on this side or the other side of the border has been increased", Omar said. However, as fara far as trade is concerned we have made no improvement …practically it is of very little or insignificant value…", he observed adding that we are still operating with old bartar system and there is no direct communication link between the traders on this side and across the border." Until and unless telephone, banking, financial and other normal trade related facilities are created for the traders of the two sides, the Cross LoC trade would not accrue the benefits nor would it become fruitful", Omar said. Making a loud call in the Assembly that this House should appeal Prime Minister Dr Manmohan Singh to discuss this issue with the President of Pakistan in the proposed meeting between the two leaders, Omar strongly vouched for the changes that needed to be put in place to make the trade meaningful. "Unfortunately this is not a regular trade like in Sikkim …here we cannot go ahead on our won unless the two countries take decision and bring Cross LOC trade at par with border trade elsewhere like the one at Wagah", Omar said adding "I request this House to appeal GOI unanimously over the issue ". On this, the Speaker intervened and asked the Housed whether it endorsed the views of the Chief Minister and the House unanimously supported the Chief Minister' concern and suggestions for bringing about improvement.
