Kathua official threatens RTI activist

Kathua, Apr 4: Right to Information activist of Shiva Nagar Kathua Ankur Sharma has been threatened and warned by Ajay Singh Jamwal ADDC Kathua of dire consequences if he continues to demand a magisterial probe in the scam related to laying double lane road project from Kalibari to Hatli Morh via Kathua.
Ankur had submitted more than two RTI
applications about the said project in the office of the Deputy Commissioner Kathua but no information was furnished in total violation of the RTI Act.
Sensing foul play by the concerned, Ankur sought a magisterial probe. The DC Kathua, Zahidha Parveen Khan very cleverly forwarded the application to ADDC Ajay Singh Jamwal asking him for a simple departmental inquiry. Next day ADDC called the complainant "Right to Information" Activist Ankur Sharma to his office and used abusive language saying he has no time for this irrelevant issue of road from Kalibari-Kathua. "I do not mind if some persons get killed on the road", he said.
The ADDC blatantly refused to order a probe. Instead Ankur (RTI activist) was told that no inquiry will be ordered.
Ankur approached DC Kathua today who promised him a departmental inquiry against the erring ADDC.
However, she defended the contractor and other bureaucrats the condition of the said road notwithstanding.
People of Kathua are living under a cloud of dust, which is causing health problems to the elderly and the children. They have been agitating the issue for the past five years without results.
Hundreds of applications and RTI petitions have been filed but no substantial action has been taken so far by the District Administration. This shows total indifference to the problems of the citizens to whom these public servants are accountable and answerable. Hence it is a clear cut case of Act of Omission on the part of D.C Kathua Zahidha Parveen Khan which is a cognizable offence under JK Prevention of Corruption Act.
Ankur has decided to approach the High Court for a judicial inquiry and will approach the trial court to make DC Kathua an accused in this case as she has omitted from doing her duty for more than a year if no substantial action is taken by her.
