CAG seeks penalization of delinquent HODs | Animal Husbandry deptt head failed to expend funds, gets PHE as reward | | Early Times Report JAMMU, Apr 5: State government has failed to fix responsibility upon the delinquent officers for having miserably failed to maintain financial discipline and budgetary control in the departments headed by them. They have sought funds and then failed to utilise them within the stipulated period of time. CAG in its report for the financial year 2010-11 has accused the heads of various departments of remaining lax and allowing the financial position to deteriorate. Early Times is coming up with an exclusive series of stories aimed at exposing inefficiency of the officers, otherwise referred as competent and bright in the government handouts. To begin with, Animal and Sheep Husbandry department which was headed by present Commissioner/Secretary PHE Bishan Dass Sharma during the audit period (from March 2010 to March 2011) failed to spend the funds allocated to it. Of Rs. 248.52 crore allocated for the financial year 2010-11 to the animal and sheep husbandry, it expended Rs. 242.08 crore, leaving Rs. 6.43 crore unspent. In breach of rules of the budget manual, the department preferred not to surrender the unspent amount. Similarly, when supplementary grant of Rs. 38 crore is also taken into consideration, it is found out that the department had neither anticipated nor surrendered unspent amount of Rs. 13.54 crore i.e. nearly 35 percent of the allocation. Audit found out that department had failed to assess its requirements properly. The concerned head of the department has failed to ensure administrative and financial discipline. Besides this, the department has like many other departments incurred 75 percent of the expenditure in the closing months of the financial year. Of the total expenditure of Rs. 2508.90 lakh, Animal and Sheep Husbandry department booked an expenditure of Rs. 2204.11 lakh i.e almost 88 percent during the last quarter of year 2010-11. More importantly, department spent Rs. 1797.74 lakh in March alone. CAG has reported that security of demand of grants of the Animal and Sheep Husbandry department has revealed that government has been erroneously placing lump sum budgetary provisions with controlling officers instead of detailed scheme wise provisions in complete contravention of the state financial rules. Besides, capital head accounts are closed at the sub-head level in the demand for grants. CAG has pointed towards non-submission of utilization certificates by the departmental officers. It has further said that Animal Husbandry department failed to incorporate penalty clause in the agreement. This resulted in loss of Rs. 25.35 lakh. CAG has said that in order to improve live-stock genetically, state government approved implementation of embryo transfer technology. A contract of supply and implantation of 900 frozen embryos was awarded in June 2008 by Animal and Sheep Husbandry department to Canadian Sheep Genetics International Company at a cost of 430 dollars per embryo. Contract made it mandatory for the company to guarantee a minimum success rate of 50 percent confirmed pregnancies. Failure to achieve 50 percent pregnancy would have resulted in company being forced to provide additional embryos and service to meet the guarantee. However, the company failed to deliver on its promise. Of the 420 frozen embryos implanted, only 33 pregnancies against the assured 105 were achieved. Further, communication with company to provide 50 percent success rate evoked no response as of October 2010. Government also failed to invoke legal action against the contractor. When CAG asked the Animal and Sheep Husbandry department to take action, they failed to do so. They preferred not to reply to the CAG. |
