Govt continues to sleep over proposed amendments: SHRC v'No response from CM, ministers to communications on vital issue | | | Early Times Report Jammu, Apr 6: J&K Human Rights Commission has once again exposed the NC led coalition government's hollowness in taking this vital statutory body non seriously , having little or regard to its recommendations in individual cases as also in turning deaf ear to Commission's loud call for amendments in the existing Act. In what can be seen as bold disclosures , the Commission in its annual report for the year 2010-2011 has not hesitated in expressing very poor or no response from the government on any counts and necessities the autonomous body has underlined during the previous three years in order to make the working effective and functioning fruitful in terms of providing relief to the people. The report says government has not taken any action till date on any of its demands, particularly the panel's reiteration in bringing about proposed amendments to the parent Act of J&K Protection of Human Rights Act . These amendments have been proposed by the Commission from time to time . " The Commission can play effective and pivotal role if the proposed amendments are carried through……these can serve the cause of human rights for which this body has been set up……", panel's Chairman Syed Justice Bashir -u-Din has maintained in the annual report. If the Commission is to prevent violations, spread literacy and promote human rights, the need of the hour is to make these amendments in the Law. The report has even lamented that notwithstanding its communication with the government from the highest level of Chief Minister to Education Minister and Law minister besides a number of senior officers in the state's bureaucracy no positive response nor any progress in terms of government's willingness to act has been indicated. Mincing no words that government has been taking the recommendations of the Commission casually and lightly, Justice Bashir-ud-Din has also observed that this is despite the fact these recommendations are made by learned and experienced persons who act as members" having held high positions in administration and judiciary, with sufficient knowledge of legal matters and having human rights experience is not to be brushed aside or taken so lightly as to degrade the Commission itself and over a period of time to make it lose the efficacy as such Human Rights Commission…" |
