Electric shock: For 15,000 requirement 57,000 meters procured in Kashmir

JAMMU, Apr 6: Even though state government faces huge financial loss on account of transmission and distribution loss, Rs 30 crores were spend on procured without meeting their basis objective.
The comptroller and Auditor General (CAG) report said the test check of electric central stores Pampore revealed that the electric maintenance division Kashmir had lifted 2,97,492 single phase digital meters procured by P&MM wing at a cost of Rs 30 crore during 2003-09.
It said full quantity of procured meters had not been used by the department as it could not cover even Srinagar. It said it also means that part of the other districts were mostly un-metered paving way for large scale misuse of electricity.
According to CAG reports showed that chief engineer EM &RE wing Srinagar has observed that in eight divisions meters were lying in stock in excess of the un-metered connections. Against 15, 683 un-metered installations in these areas, 57,529 meters were available resulting in retention of excess quantity of 41,846 meters.
Report said sensing that 100 percent metering of the project areas covered under R-APDRP was a prerequisite for implementation of the project, the chief engineer ordered relocation of these meters. Out of the excess meters, 36,900 meters were withdrawn from these division and allotted and seven other divisions indication that distribution had been carried out without proper assessment.
Scrutiny of records revealed that majority of digital meters instability during 2003-07 had failed to work at low voltage and low temperature and thus didn't record correct consumption of energy in winter.
It further said that records of electric central stores division, Pampore revealed that against purchase of 4.000 meters at the cost of Rs 1.14 crores in 2006, only 3025 had been lifted leaving 795 as lying idle in store for the last three year.
