O to probe JK Dental Colleges purchase scam
Principal under scanner, single person gave 4 bid

JAMMU, Apr 6: After the expose of multi crore scandal of purchasing of equipments on higher rates by for two dental colleges in Jammu and Srinagar, the government sources said that the state vigilance will conduct a probe against the officials involved in clearing and ordering the purchase of the equipment. The colleges have purchased Digital Panoramic x-ray unit and complete vertical back sterilization system from VILLA India at exorbitant rates.
The sources said that the Principal Dental College Dr Riyaz who is holding additional charge in Jammu dental college as well was also under scanner for his involvement in the scam. The State Vigilance Organization is also likely to verify the role of supplier VILLA India as well to ascertain how the company issued the bills pertaining to purchase of Digital Panoramic x-ray unit and Complete Vertical Back Sterilization system at higher rates than the normal ones.
The SVO is also expected to question board of doctors who verified the rates and passed the bills. According to sources, the equipment was purchased when a single person held charge of both the colleges at Jammu and Srinagar at different times.
After assuming the charge of Principal Dental College Jammu, the man in question ordered the purchase of equipments for dental college Jammu and after being transferred to dental college Srinagar, he ordered a Digital Panoramic x-ray unit and Complete Vertical Back Sterilization system for Srinagar College as well---- this time again at the same cost I.e. RS. 46,80000 for Digital Panoramic X-Ray unit which is Rs. 2700000/= more than the normal price of the equipment offered by the same company (VILLA India) to other purchasers.
Similar is the case while making the purchase of Complete Vertical Back Sterilization system which cost the government exchequer RS 12,07500 while its actual cost is Rs. 5.00 Lakh. The sources said that principal Dental College made a single person entry on four different names for making bid for supply of Digital Panoramic x-ray unit and Complete Vertical Back Sterilization system for Srinagar and Jammu Dental Colleges. The sources said that after scrutiny of the purchase bills, the State Vigilance will be at liberty to register an FIR under relevant sections of laws against the culprits involved in the scandal.
It is worth mentioning that as per the documents available with the "Early Times" the order of purchase was verified by a group of 4 doctors namely Dr. Shabir Ahmed Shah, Dr. Syed Zameer, Dr. Hamid Qureshi and Dr. Suhail Majid Jan in pursuance of Principal/Dean letter No: GDC/Par/3034-35 followed by the verification board and opinion from the expert. It was not only the team of four doctors who verified the purchase bills; senior officials of the Dental College also authenticated the bills by putting their signatures on it. The documents also stated that the purchase was made after the satisfactory report issued by the expert of GMC Srinagar Vide letter No: RD 200-02/2009.
