ADC stands by his report, rift widens between DC & ADC | | | Early Times Report SRINAGAR, Apr 7: As additional commissioner Abdul Majid Wani made it clear that he would stand by his report on alleged corruption by Kupwara DC Mohammad Shafi Rather, the rift between the two seems to have widened further. Meanwhile, Wani said he stood by his inquiry report and alleged that the DC was involved in the 'misappropriation' of funds. However, DC, Kupwara, made it clear that he had nothing personal against Wani and there were some agencies who wanted to create a void between the two. Sources said taking strong notice of the leakage of deputy commissioner's confidential letter to the chief secretary, divisional commissioner Asgar Ali Samon asked deputy commissioner to ascertain how the letter was leaked. "The letter is either with you or with me," he added. The DC, however, said he had nothing to do with the leakage of letter as it pertained to highly sensitive official matter. A meeting was also held to discuss the issue. It was also said to have been attended by executive engineers of R&B division, Baramullah, and electric division, Sopore, besides additional district development commissioner Kupwara , Chief horticulture officer, Baramullah, and the deputy commissioner along with additional commissioner, Kashmir. During the meeting, Samon reportedly asked the inquiry committee officers to thoroughly probe the matter and submit the report within 15 days as the same was to be forwarded to higher authorities. Wani said at one site, the concerned junior engineer allegedly admitted that a fraud had taken place in his area. At Pohro Peth village, excessive bills were drawn against the restoration of water supply scheme, he added. Meanwhile, Rather claimed that he had nothing to do with the leakage of the letter. The rift between the two officers surfaced after a media report alleged that Wani had indicted DC for drawing money against non-existing works in the frontier district. The allegation was rejected by the deputy commissioner. The matter, however, turned more serious when the DC complained to chief secretary that Wani was allegedly asking for 'bribe' to release the funds. The DC, while contesting the inquiry report, had in his communication to the CS termed it "biased". "He (additional commissioner, Kashmir) called joint director planning of DC Kupwara office and allegedly demanded gratification for pushing through the papers (seeking release of funds)," DC Kupwara's letter to CS bearing No DCK/PS/2011/8252-58 dated November 9, 2011, reads. The letter says that Kupwara district administration was kept in dark about random checks carried out by the additional commissioner. "He did not take on board the concerned DC and other senior officers including SE R&B, SE Hydraulic and concerned executive engineers who had compiled the statement of flood losses. He preferred to rely on the statements of patwaris, linemen and sundry persons," the letter says. |
