SKEWPY fails to address unemployment | Of 61144 vacancies only 20639 referred to recruiting agencies | | Early Times Report Srinagar, April 7: The tall claims of the Omar Abdullah led coalition government about tackling the ever-growing unemployment problem in the state fall flat when the actual figures about implementation of much hyped SKEWPY on one hand and the number of vacancies at different levels in the government departments referred to the recruiting agencies against the total number of such vacancies in the state on the other hand belie the claims of the coalition government. Official figures essentially suggest that Sher-e-Kashmir Employment and Welfare Policy for Youth (SKEWPY) is a non-starter and it has completely failed to attract the attention of educated unemployed youth whose number has crossed 6 lakh mark in the state. SKEWPY announced with much fan fare in 2009 for giving bright future to unemployed youths of Jammu and Kashmir has turned out to be a disappointment due to lack of basic infrastructure and the sluggishness of the concerned departments. Lakhs of youth had showed interest in availing the scheme but few of them could avail this opportunity. Even banks are reluctant to give loans to youths in the valley. The scheme, announced by Chief Minister Omar Abdullah in 2009, aimed at providing assistance to unemployed youths in getting financial help from banks to make them self-employed. Five lakh youths had registered for the scheme, but 3 years down the line , only a handful of them could get financial assistance of Rs 500-1100 per month. According to reports, around four lakh youths are still waiting for the voluntary service allowance. SKEWPY failed to instill confidence among the unemployed youth and has proved a non starter. In several districts most of the youth have neither been registered nor paid the promised stipend. Moreover the sustenance allowance provided under the scheme is inadequate and cannot be substitute for a job. The general condition on unemployment prevails and youth is in distress with number of unemployed swelling every day. Further, under the given unemployment scenario it will be ridiculous to call this a policy, it is a mere program which cannot compensate for the huge problem of unemployment. Unemployment in Jammu and Kashmir is multi-directional and the government, in fact, is direction less. The fact remains that in Jammu and Kashmir state private sector is not opening beyond sloganeering because it has not been prioritized, on the other hand public sector is ridden with problems and resource crunch and government sector is reserved for blue eyed few while as the legitimate youth is choked and they are starving. There is a fatigue even the high academic standards will suffer as there is no motivation left. Committed lot finds it proper to flee and cause the brain drain. This argument can be substantiated with the official figures. Out of 61144 total posts lying vacant at different levels in the state, only 20639 posts have been referred to the recruiting agencies and out of 20639 referred posts, selection has been made against 16689 posts so for. As such there are still 40505 posts available at different levels in the state which have not been referred to the recruiting agencies and the yet the government claims, "it was serious in tackling the unemployment problem'. In total there are 43469 non-Gazetted posts vacant in various departments, 6107 Gazetted and 11568 class-IV vacancies which, if filled on merits, could help in regaining the lost confidence of the educated youth. |
