Early Times Report
jammu, April 7: Responding to Early Times report about Dental Colleges purchase scam, a 8 member team of State Vigilance Organization headed by Dy. SP Mohammad Irshad after reaching Srinagar yesterday seized the record pertaining to purchase of equipments from Dental College Srinagar.
According to reliable sources during the preliminary scrutiny of the record, State Vigilance department has so far detected Rs. 7-8 Cr fraud in purchase of various equipments for Dental Colleges in Jammu and Srinagar including the record pertaining to purchase of Digital Panoramic x-ray unit and complete vertical back sterilization system from VILLA India.
The sources said after proper scrutiny of the record of both the colleges, the State Vigilance department will lodge a formal complaint against the main culprit Dr Raiz Farooq and others under prevention of corruption act and cheating.
Other than holding the charge of Principal Dental College, the main accused Dr Raiz Farooq is also a member of Dental Council of India. The council is assigned the job of issuing registration of Dental Colleges all over India. It also plays an important role in counseling of new aspirants.
The sources said that State Vigilance department is also planning to call the officials of VILLA India for questioning in next few days after proper scrutiny of the documents seized from the college.
An FIR, according to sources, is likely to be registered against VILLA India as well. VILLA India is the supplier of Digital Panoramic x-ray unit and complete Vertical Back Sterilization Systems to Dental colleges. "Before lodging FIR against VILLA India, we would like to give them a chance to present their view point in the case," Vigilance sources said.
The Villa cannot escape responsibility for facilitating the scam. It has issued fraud bills indicating the price of supplied material higher than the actual cost of the purchased material for two prime Dental Colleges of the state. The sources said that State Vigilance department will also quiz the committee and board members of both the colleges in connection with the fraud. There are also reports indicating that the foreign company that supplies the equipment to VILLA India is also looking out for termination of supply contract with VILLA India after the Early Times expose.
According to informed sources, the scam involves an amount of Rs 40 Crore. Meanwhile President National conference and Union Minister for New and Renewable Resources Dr. Farooq Abdullah during a press conference at Jammu distanced himself from the scam. He said the concerned minister was in as better position to explain things. Being President of National Conference I am not in a position to say anything like who had actually purchased the machinery and at what cost", he said.
