Professor's post advertised twice without vacancy | Favoritism, nepotism in SMVDU appointments | | Early Times Report JAMMU, Apr 8: After detection of large scale bungling in appointments and promotions thus causing loss to the holy exchequer of Shri Mata Vaishno Devi Shrine Board (SMVDSB), another case of favoritism came to light when a post of Professor was advertised twice without vacancy just to adjust someone close to the Vice Chancellor in Shri Mata Vaishno Devi University (SMVDU), Katra in district Reasi. Already serving with School of Mathematics as Associate Professor and Director, Dr VK Bhat was selected and appointed as Professor against the sanctioned post already occupied by him. He (Dr Bhat) was made Professor without inviting even a second candidate for consideration in sheer violation of laid down norms for selections. As per Academic Council of the SMVDU, the School of Mathematics has sanctioned and approved strength of just one Professor/Associate Professor. However, in the first advertisement for the same post bearing No. SMVDU/Adm/10/6115 and dated 25-02-2010 a good number of candidates appeared with better merit, but the process was dissolved by the Vice Chancellor, Prof Rameshwar N. Bamezai, who was adamant on Dr VK Bhat's name only. Surprisingly, Dr VK Bhat could not sail through. Sometime later, throwing all rules to the wind, Associate Professor, Dr Bhat was appointed to the next higher post of Professor vide another advertisement No. SMVDU/Adm/Estt./11/169 dated 26-04-2011. In face of his already holding the only sanctioned position as Associate Professor in same School of Mathematics, the VC found himself in troubled waters. However, after brain storming by the Vice Chancellor and his yes men in the administration, it was decided that Dr VK Bhat has to resign from the post to pave way for his joining again against the same sanctioned post but this time as a Professor nearly a month ago. In fact, there is clause in the university rules to give three month notice before quitting any substantiative position. Interestingly, Dr VK Bhat's resigning led to sacrifice of all the accrued service and monetary benefits he would have been entitle under re-designation yet to be implemented in the SMVDU for faculty position. It happens only in the SMVDU that a person appointed only in 2005 as adhoc lecturer has become a Professor in a span of seven years. According to the sources, "Such impugned appointments fall in the ambit of abuse of official power that should have been exercised according to the prescribed rules by the establishment section which otherwise is governed by certain `vested interests'." Both concerned Section Officer and Assistant Registrar remained mute spectator and remodeled the provisions at each and every stage, otherwise not admissible, just for their existence in the establishment section and promotion to the next post, the sources added. The authorities concerned should initiate immediate scraping of such appointments till the same becomes Public Interest Litigation (PIL) or the case is referred to an investigating agency, keeping in view the sanctity of the institution which is run with holy funds of Shri Mata Vaishno Devi Shrine Board.
