| Maan Bhi Jao yar yeh Zero deficit nahien hai | | Opposition grills government over pending liabilities Stalls proceedings for not getting satisfactory reply | | Jammu, Jan 25 Main Opposition National Conference Members today created uproar in Legislative Assembly and staled the proceedings for about ten minutes for not getting satisfactory information about the last year’s liabilities pending with government departments. Apparently unprepared Minister of State for Finance and planning Prem Sagar Aziz has to face a tough time to satisfy the opposition members who demanded deferment of a question by A R Rather for not getting exact information about the pending liabilities against various government departments. Demanding the deferment of the question, all NC members gathered near the front row alleging government of concealing the real picture from the House. While the uproar prevailed for about ten minutes, Mir Saifulla, Sharief-u-din Shariq and Kafeel-ul Rehman were heard alleging government of diverting money from Kupwara treasure. They said that bills worth Rs 45 crore are pending in the border district for the last one year. Meanwhile, speaker Tara Chand made repeated attempts to pacify the protesting opposition members but they continued to press their demand for deferment of the question. He also asked opposition members to send him a notice for half hour discussion on the issue. However, later on the intervention of Minister for Public Health and Tourism Dillawar Mir, Speaker declared deferment of the question. Opposition Leader A R Rather raising supplementaries on his question said while Finance Minister in his Budget speech said that there is no liability pending with government, in reply to his question government has at least admitted that it has yet to pay over Rs 50 crore each to contractors , suppliers and on account of GP funds. He however said that this time also government has tried to conceal some figures by only making a running reference to the liabilities pending against various heads. Referring to the minister’s reply he said not withstanding the claims of Zero deficit Budget government has said that it would seek Rs 200 crore loans from RBI to clear these liabilities. Taking a cue from the senior NC leader, M Y Tarigami said that it is for the first time during last fifteen years that bills of works executed under the annual plan are pending with government. Expressing surprise over the reply by the minister, Tarigami said inspite of the fact that government has to seek loan for clearance of liabilities it is still claiming to have presented a zero deficit Budget. He said there is nothing to be shameful about going for loan as every state is doing the same adding why government is shying away from admitting that in the given situation it is no more a Zero Deficit Budget. “Maan Bhi Jao yar yeh Zero deficit nahien hai” Tarigami quipped at Prem Sagar Aziz. The Opposition members continued to press their demand even after the Speaker announced the end of the Question Hour. However, they later withdraw their protest when, on the intervention of Minister for PHE Dillawar Mir, Speaker agreed to defer the question. (NAK)
Opposition alleges alliance of using unparliamentarily language Jammu, Jan 25 (NAK): Main opposition members today alleged Peoples Democratic Party of using un-parliamentary language against their MLA that led to a verbal dual between the two. The spat began after NC MLA Mubarak Gul who alleged government of sanctioning development works on political grounds was countered by People Democratic Party MLAs Sartaj Madni and Hassan Khan accusing him of lying before the House. On this other members of NC also raised on their seats and alleged PDP MLAs of using un parliamentary language against the member. They demanded that the words used by the treasure members should be expunged from the records. Supporting his party collogues, opposition leader A R Rather said that it is the chair who is authorized to either allow or disallow any member to ask any question. He appealed to the Chair not allow any one to intervene when a member is speaking. Unsatisfied over the reply to his question by Minister for Roads and Buildings Gulchain Singh Charak , Mubarak Gul said that Srinagar city is being ignored for political reasons and challenged that he would resign if proved wrong. Addressing the chair, he said a House Committee should be constituted which would decide whether “I am right or wrong” adding if he is proved wrong he would resign from the membership of the House. Acceding to the demand of the opposition, Speaker later, asked for expunging of the allegations leveled by PDP members from the Assembly records.
