SLOGAN SHOUTING AND WALK OUT MAR ASSEMBLY AND COUNCIL PROCEEDINGS
Jammu, January 25 (KIP):-Both the Legislative Assembly and the Legislative Council on Thursday witnessed uproarious scenes which led to slogan shouting in the lower house and a walkout by three members in the upper House.
Members belonging to the National Conference demanded a detailed reply on the status of bills/claims pending form payment in various treasuries of the state.When the agitated members were not satisfied with the reply given by the Minister of state for Finance,Prem Sagar Aziz,they disrupted the proceedings of the Assembly .
The members wanted to know which bills were pending for payment. When the Minister informed the House that he had no detailed information NC members were on their feet demanding deferment of the question.
Several NC members,including Sajjad Ahmed Kichloo,Mir Saifullah, Mushtaq Ahmed Bukhari, Rachpal Singh, walked to the front row and resorted to slogan shouting “treasury Khaali hein.District Ka Pyasa treasury sey divert kiya Jaata Hein.Bills Bikta Hein.”Several senior NC legislators including Sharief-Ud Din Shariq,Mian Altaf,Ali Mohd Sagar, Mubarak Gul and AR Rather were also on their feet for quite sometime.
The lower house was gripped by commotion when the speaker Mr Tara Chand refused to defer the question. He instead asked the leader of the opposition Abdul Rahim Rather,to give a notice if he was not satisfied with the Minister’s reply so that he could fix time for a discussion.Mr Rather said “we will not allow the House proceedings to proceed.We have the right to know about the issue.Since the Minister has himself stated that he had no detailed information the question called for deferment.”Despite the speaker’s signal for end of the question hour the agitated members went on shouting slogans against the Government.
There was yet another spell of noisy scene when the NC members pooh-poohed Mr Prem Sagar Aziz when he was seen leaving the House.Rachpal Singh shouted at him “Bhaago,Bhaago.” At this juncture Mr Abdul Rahim Rather wanted the speaker to intervene because the Minister,instead of replying to our question, had left the House. Mr Tara Chand informed Mr Rather that the Minister had to reply to questions in the upper House and that was the reason for his leaving the Assembly.
When NC legislators refused to settle down, tourism Minister Mr Dilawar Mir stood up and once again requested the leader of the opposition AR Rather to give a notice for discussion if he is not satisfied with the reply.But NC legislators were not ready to listen to him and stuck to their stand. Later, when Dilwar Mir signaled that the question be deferred Speaker Mr Tara Chand finally conceded the demand of NC legislators and deferred the question .
Meanwhile, the upper house also witnessed uproarious scenes when PDP member Basharat Bukhari raised the issue of state property (outside the state ) being leased out to non-state subject holders and the purpose behind the same. Bukhari referred to state property in Malabar hills in Mumbai and wanted the state government to inform the house under what circumstances the state government has leased out the state property to a particular individual. Bukhari was demanding a separate house committee to look in to the matter but the state government informed the house that a sub committee has already been set up in the lower house adding that there was no need for a separate house committee..
Not satisfied with the reply,three members Basharat Bukhari, Nizam-ud-Din Bhat and GN Lone staged a walk out from the legislative council. (KIP)

SVO RAIDED HOUSES OF 17 CAPD OFFICIALS IN 2004-05, 5 IPS OFFICERS UNDER SUSPENSION
Jammu, January 25 9KIP) Residential houses of 17 officials of consumers affairs and pubic distribution department were raised by the state vigilance organization during 2004-05. During this period as many as 45 houses of govt officials were raided.
This information was given by the state government in reply to the question tabled by GN Shaheen in the legislative council in Jammu on Thursday.
Houses of six storekeepers of the CAPD department are included in the vigilance raid.
The house was informed that the residential houses of 11 engineers and seven revenue officials were also raided by the vigilance team. Merja-ud-din Kenu,deputy director CAPD, Reyaz Ahmed Wani Assistant Director CAPD, Ghulam Hassan Malla Asstt Dir, CAPD, are among the gazetted officers were raided by the vigilance organization.
Jalal-ud-Din Sofi executive engineer,Mumtaz Nazim,XEN, Ghulam Nabi Ganie XEN, Nissar Ahmed Laway, AEE, Ghulam Hassan Ittoo JE,Ghulam Mohd Wani AEE, VP Malhotra Project Engineer,Mohd Anwar Mir,Project Engineer,Riyaz-ul-Haq XEN, Mohd Ramzan Nadaf ,XEN,Riyaz-ul Naeem Deputy Director Technical education, Mohd Khursheed Ganie,SE JK Bank and Kiran Wattal,Joint Commissioner works are among other gazetted officers whose houses were raided.
In reply to another question, the state government informed BHIM Singh in the council that five IPS officers Dilbagh Singh,Gopal Reddy,Farooq Khan , Ashkoor Wani and Niaz Mehmood Mir were placed under suspension in the past for various charges.Besides this three IPS officerts serving in the state including AK Suri,ShayamLal Sharma and Smt Manju Rashid were charge sheeted.
Bhim Singh in his supplementary asked whether any case has been registered against IGP Kashmir SM Sahai to which the minister said that no case has been registered against Mr Sahai.
