17 pipes dearer to PHE officials than thirst of students

JAMMU, Apr 9: It may sound incredible but it is true that for AEE PHE, City Division, Sanjeev Gupta, 17 pipes which are required to install water connection at Govt. Primary School, Gumat are more dearer than to quench the thirst of poor students' of Govt. Primary School, Gumat, who go to nearby Aggarwal Sabha for drinking water.
Jammu and Kashmir government may have passed Public service guarantee act to discipline its lazy official machinery and fix accountability of non performing officers. But even after enforcing such a reformist law there is no dearth of lazy officers who pay little attention to the directions of their superior officers and find excuses instead of discharging their duty for the welfare of the 'aam admi'.
The story starts way back in December when the Headmaster, Govt Primary School, Gumat applies for installation of water connection in the school premises. The field staff was deputed for assessment by the PHE and they told that they need atleast 17 pipes for installing the connection. AEE PHE expresses inability and instead suggest to get the permission for 17 pipes sanctioned by the Executive Engineer.
Headmaster again wrote a formal request letter (copy enclosed) and XEn promptly forwarded it to the AEE PHE for necessary action. Despite the lapse of one and half month and repeated assurances by the AEE PHE, still water connection is not installed. Already the session is started and the mercury started rising, the students still have to go to Aggarwal Dharamshala to quench their thirst.
Despite the clear cut order by the Hon'ble Supreme Court to have toilet and water connection in each and every school by December 2011, these orders too did not make any impact on this lazy and inefficient AEE PHE. Ironically, despite remaining in constant touch with the AEE more than one and half month has passed and the PHE team responsible for installing the water connection is yet to arrive.
Now a fundamental question is being asked by the school headmaster and his entire staff after waiting for so long. "How much effort and time is required to install a water connection within the municipal limits of the Jammu city"? The manner in which the mercury is peaking the worries of the school Headmaster are compounding.
In the absence of water connection the children are left with no option but to venture out of the school premises to quench their thirst, the school headmaster said. All school children and Headmaster are eagerly waiting for their own water connection.
