Shed Kashmir obsession for peace | | | Kashmir is an obsession for the valley based separatists. The level of this obsession is so high that if India and Pakistan initiate measures for promoting cordial ties,or for setting the stage for peace in the South Asian region it has no interest for them.If India and Pakistan resolve the Siachen and Sir Creek issues, the two disputes having caused human and economic bleed for both the countries,it may not hold any attraction or interest for the separatists because they want the two neighbours settle the Kashmir issue and that too in line with the aspirations of the people of the state when they neither represent the entire population of Jammu and Kashmir and when they have no knowledge whether the people of the three regions are united over the pattern of the resolution of the Kashmir issue. That the Kashmiri separatists have not felt enthused over or encouraged by the latest meeting the Indian Prime Minister, Manmohan Singh had with the visiting Pakistan President Asif Ali Zardari, in New Delhi. The two sides renewed their commitment to promoting co-ordial ties between the two countries that was needed for peace and progress in the subcontinent. The two agreed to resolve all the pending issues through sustained dialogue. All this has not yeild any interest for the separatists in Kashmir. Syed Ali Shah Geelani, who heads the hardliners among the separatists, has said that there is nothing new in the Zardari-Singh parleys because the two have not concentrated on the Kashmir issue.Geelani is not interested in the two sides trying to reduce trust deficit through increase in trade and people to people contact. He is not keen to see the two sides settling the Siachen and Sir Creek issues because their resolution may not enable Geelani to have his desire of seeing Kashmir to be part of Pakistan fulfilled. He is a politician and not a trader hence increase or decrease in trade and travel between India and Pakistan and between Jammu and Kashmir and Pakistan held Kashmir does not hold any interest for Geelani. Though his rival Moulvi Umar Farooq, who heads moderates among the separatists ,has supported Zardari-Singh meet as a first step towards normalisation of relations needed for peace and progress he too wants the two sides to make all future parleys as Kashmir centric. In fact the separatists do not want India and Pakistan to resolve all the bilateral issues after keeping the Kashmir issue in the cold store for say 10 years or so.These separatists would welcome if New Delhi and Islamabad settle the Kashmir issue without resolving other disputes. As far as the mainstream political leaders are concerned they have welcomed Zardari-Singh meet and hope that the process of dialogue between the two sides continues till vital issues, destabilising peace in the subcontinent, were resolved. The separatists need to know the sentiments involved behind the Kashmir issue which has been hanging fire since 1947. As such no establishment in Islamabad and New Delhi can expect to have a magic ward for resolving this ticklish issue. Hence it would be better for the two sides to keep the Kashmir issue under the carpet and resolve other problems in the interest of peace and stability. In order to achieve some semblance of success the two sides need to promote travel and people to people contact which would reduce trust deficit and that can be done if India and Pakistan agree on sustained dialogue process. |
