JK needs democracy not Azadi
SHAFIQ MIR4/10/2012 10:43:44 PM
There has always been a confusion regarding unrest in the state of Jammu and Kashmir due to which several thousands got killed and several lakhs got migrated from one place to an other in the past about one century. Some call it "Azadi" freedom movement, some call it Pakistan sponsored terrorism and some call it employment issue . Every one describes Kashmir situation as per his/her personal interest. Leaving aside the political background of Kashmir, let us analyze how and for what this unrest began in this state some eighty years ago. This unrest is not new, in fact, the organized unrest began in this state with the formation of a "Reading Room" party by some youth on 12th of April 1930 .In this first organized group, one Mohammad Rajab became president while Sheikh Mohammad Abdullah was appointed a general secretary of the group .
The other members of the group were : Hakeem Ali, Peerzada Ghulam Rasool , Peerzada Ahmed Shah Fazili , Hakeem Ghulam Murtaza and Mufti Jalal-Ud-Din. History says that the "Reading Room" namely group came in to being with an aim to protest against the employment policy of the government . Dr Mohammad Amin Malik in his book "Role Of National Conference in politics of Jammu and Kashmir" writes at page no 68 that "the wretched condition of Kashmiri Muslims forced educated youth to go ahead in an organized manner against inequality . The new recruitment policy of the
government was that only non-Muslims were appointed to the Public Service Recruitment Board . Secondly Hindi and Sanskrit were offered as options, where as Urdu, Persian and Arabic were not . Moreover, the government could recruit 60 percent of the candidates without referring their applications to the board. The remaining 40 percent were required to furnish details about their family background and the government also had power to reject candidates with out stating reasons. The policy was anti-Muslim. Educated group including Sheikh Abdullah decided to oppose this discriminatory tactics and decided to organize Muslim youth to counter this action".
The above paragraph tells us that how unrest began in the state of Jammu and Kashmir and for what . Of course, it was nothing but a movement against the injustice . And it also must be kept in mind when the struggle for rights began in the state of Jammu and Kashmir, the name Pakistan was nowhere on the global map . The group namely "Reading Room" party when gained momentum it was later converted in to Muslim Conference .
And it was later followed by new name called National Conference . Under the leadership of Sheikh Mohammad Abdullah, the Kashmiri people were fighting against dictatorship and during this struggle, Sheikh Mohammad Abdullah and his colleagues signed many agreements with the Dogra ruler for civil rights of the people and for democratic process in the state . It is also fact, that after the end of Dogra rule, Sheikh Abdullah too opted Indian democracy and whole of the nation supported him . Political analysts and historians say that if Sheikh Abdullah would have felt an iota of resistance against India by his followers he would not have taken the decision to go with India . It indicated that Kashmiri nation was against dictatorship not against Indian system of democracy . But unfortunately , Kashmiri nation is still fighting for the democratic rights despite the fact that they are part of the largest democracy of the world . History is witness of the fact that the revolt began in the state of Jammu and Kashmir whenever the democracy was crushed in the state . Later the people come on streets and they demand Azaadi . In 1953, when a democratically elected prime minister Sheikh Mohammad Abdullah was dislodged , the people came on streets and demanded
plebiscite till he was again reinstated in 70s. And in 1975, after one more accord with india by him, the people voted for sheikh in more majority . Is this not a pro democratic attitude of Kashmiri nation ?. Not only this, the people revolted against India in 80s after the
central government dislodged democratically elected government of Farooq Abdullah and installed GM Shah .
We know that how the present uprising began in the state of Jammu and Kashmir and for what . Each of us is aware of the fact that the present unrest began in the state of Jammu and Kashmir in 1987 when the real representatives of the people were not allowed to be the part of the democracy . The people who later became the prominent separatist leaders and militant commanders were candidates in 1987 assembly elections and they were heading towards Indian democracy and they wanted to become part of it but the elections were rigged and they were announced as looser. The same people, later took to streets and picked up guns . Had they been allowed, the situation would have been different today . Again in 1996, despite all odds, the people voted for Farooq Abdullah when he promised autonomy with in Indian constitution. But the promise was not fulfilled . There is a long list of broken promises in Jammu and Kashmir by the government of India. In 2011, the government of Jammu and Kashmir again promised grass root democracy to the people of the state through Panchayats and other local governing bodies . The people again trusted and voted more than 95% . But the government has not fulfilled the promises made to the Panchayats of the state so far. In my opinion, the people of the state of Jammu and Kashmir have always been pro democracy and they have always been fighting for real democracy in the state of Jammu and Kashmir . I have an apprehension that if government of India again denied the democratic empowerment to the Panchayats of the state of Jammu and Kashmir at par with other states of the country there will be no taker of such exercise in future . It is not something which will damage only a particular political party but it will prove a disaster for democratic system of the country in the state of Jammu and Kashmir . If government of India wants to bring the peace back in the state, it will have to satisfy the 33 thousand elected representatives of the state who represent Indian democracy in each village and ward of the state .
