| CAG says no coordination between agencies to implement central projects | | Inefficiency in J&K | | Early Times Report
JAMMU, Apr 10: CAG has found hole in the working of various departments in Jammu and Kashmir, suggesting that should improve their working, to ensure that desired targets are achieved.
Report has said that despite the launch of numerous centrally sponsored schemes and the tremendous funds flow thereto, the department did not seem to have succeeded in utilizing the funds I full resulting in lapse of funds and non-achievement of the specified targets. Moreover, the non submission of the utilization certificates to the centre for release of the funds as required under norms has blocked the process of accomplishment of the various projects and schemes.
According to committee o estimates reports, the lack of coordination between the departments in carrying out the joint venture while implementing the prestigious schemes like PMRP, PMGSY, NRHM, MGNREGA, RGGVY, NABARD and JNNURM has proved a stumbling block in achieving the desired results. It expressed its displeasure for taking a casual approach in conducting joint inspection by the forest and Road and Building departments to accord clearance to the most important road projects vis-a-vis non desilting of irrigation canals by the rural development under (MGNREGA) and irrigation and flood control department thereby causing the inordinate delay in completion of the road projects and also putting the farmers to the numerous sufferings. "That the departments have infact formulated plans and policies at top level and of course released the funds for their implementation too, but the laxity shown by the officers and field staff has impeded the pace of work resulting in non completion of the most important road and power projects in the state", report added.
The poor supervisory control on ground for carrying out the working activities has deprived the beneficiaries under the prestigious central and state schemes. The department did not seem to have succeeded to extend full benefits under the centrally sponsored schemes to the far-flung and remote areas of the state with the result the people could not avail the benefits to the maximum.
The rational fund allocation vis-a-vis providing of additionalities for different areas did not seem to have followed fairly resulting in eruption of discrepancies foe whole some development of all the three region of the state. Report further said that the shortage of manpower in various departments especially the field staff has undoubtedly proved basic hurdle in execution of the main schemes not only in far-flung and remote areas of the state but the main cities and the towns also. The department did not seem to have evolved an effective mechanism for taking stringent action against the guilty involved in embezzlement cases. |
