Tighten noose around Hawala operators: Chiddu tell J&K govt | | | Syed Junaid Hashmi Jammu, Apr 10: Union Home Minister P. Chidambaram has asked the state government to tighten noose around individuals, groups, political and social organizations found involved in Hawala transactions for funding terror organizations. He asked the state government to take up court cases of Hawala operators on war-footing basis and ensure that stringent curbs are put on exchange of money meant for funding ideological and military operations of terror groups. This was stated by Union Home Minister P. Chidambaram while chairing a high-profile internal-security meet here today. Meet was attended by civil, police, paramilitary, and intelligence officials. Chidambaram asked the police to gear up for taking up major role in maintaining security across the state. He specifically asked the police and Para-military officials to ensure that militants who have been released do not get recycled into militancy, said the official sources. They maintained that Home Minister applauded police and security forces for bringing peace and order back to the valley. He complimented them for effective anti-militancy operations. Home Minister, according to official sources admitted that level of infiltration from across the borders and the resultant terrorist activities in the valley of Kashmir have showed a significant decline. He stated that incidents of terrorist violence declined from 708 in 2008, 499 in 2009 and 488 in 2010 to 340 in 2011, number of security forces killed declined from 75 in 2008, 79 in 2009 and 69 in 2010 to 33 in 2011, number of civilians killed also declined from 91 in 2008, 71 in 2009 and 47 in 2010 to 31 in 2011, number of terrorists killed declined from 239 in 2009 and 232 in 2010 to 100 in 2011; showing the effects of better domination of the Line of Control and the resultantly lower infiltration. Chidambaram said that union home ministry in tandem with the state government, has adopted a multi-pronged approach to contain cross border infiltration, which, inter-alia, includes strengthening of border management, multi-tiered and multimodal deployment along international border/Line of Control, and near the ever changing infiltration routes, construction of border fencing, improved technology, weapons and equipments for security forces, improved intelligence and operational coordination; and synergizing intelligence flow to check infiltration and pro-active action against terrorists. Earlier, Chief Minister Omar Abdullah began by talking about need to revoke AFSPA from peaceful areas where the Army has conducted minimal operations during the last one decade. Sources said that Omar wanted AFSPA be lifted from districts like Jammu, Samba and Kathua in the Jammu region and Srinagar and Budgam in the Kashmir Valley. They added that during the meeting, Omar referred to graphs showing steady decline in militancy since the year 2010 were presented. Chief Minister strongly pointed out that data reflects steep and drastic decline in militancy. Omar sought further reduction in the security forces footprint from the Kashmir Valley this summer to give more air of normalcy and peace. About 80 bunkers, mostly from Srinagar, were removed last year and Chief Minister is believed to have told the Home Minister that government is planning to remove 25 more this year. Omar further told the Home Minister that the report of the interlocutors on the state should be made public and its recommendations implemented. The panel of three interlocutors - journalist Dileep Padgaonkar, academician Radha Kumar and former information commissioner MM Ansari - was formed in October 2010. It submitted the report in October 2011. The meeting also took stock of the overall security scenario in the state, infiltration of militants from Pakistan, strategy to counter militancy and steps for synergy between security and intelligence agencies. Chidambaram arrived on Tuesday morning for a day-long visit to review the security situation in Jammu and Kashmir and also pay obeisance at the Vaishno Devi shrine. He began his visit by undertaking the journey to Vaishno Devi, about 50 km from Jammu in the Trikuta hills. He boarded a chopper for Sanji Chhat and from there moved on foot to reach the shrine. He was accompanied by Governor NN Vohra, who also heads the Shri Mata Vaishno Devi Shrine Board that manages the affairs of the shrine. After visiting the shrine, the minister chaired the security meeting.
