| Money and money for legislators but not a penny for contractual employees | | |
Srinagar,August 1:-Despite cash crunch,which is reflected in the Government's inability to increase the monthly wages of teachers appointed under Rehbr-i-Taleem scheme,SPOs,doctors and engineers appointed on contract basis,the ruling coalition has sanctioned higher emoluments for legislators and ministers,besides the presiding officers of the two Houses. In one stroke the monthly salary,including perks,of legislators has gone up from about Rs.23,000 to over Rs.40,000.And the ministers would get anything between Rs.45,000 and Rs.50,000. During the budget session of the assembly in February-March in Jammu legislators cutting across the party affiliations had pleaded for better emoluments in order to enable them to meet the expenses they have been incurring on entertainment of electorate from their constituencies.They wanted,"chai pani ke liye kharcha". The Deputy Chief Minister Muzaffar Hussain Baig had assured the members that their demand would be fulfilled during the next session of the Assembly in July in Srinagar.Mr Biag fulfiled his committment and the legisaltors are happy. Against this, highly qualified teachers appointed under Rehbr-i-Taleem scheme,including those who had put in more than five years service,would continue to draw Rs.1500 per month.And the SPOs,engaged in a difficult task of tackling activities of militants also will continue to receive Rs.1500 per month. And the members of the Village Defence Committees either do not get any rumeneration or receive just a pittance after a gap of three to six months. Doctors,engineers and gazetted officers appointed on contract basis are entitled to a monthly salary of Rs.5,000. Official sources told Kashmir Independent Press on Tuesday "the Government is faced with severe problem of financial stringency which does not allow it to either regularise the Rehbr-i-Taleem teachers,or doctors and engineers appointed on contract basis." The sources said that "more than Rs.3707 crores are spent annually on the salaries and pensions of the employees,which is 42 per cent of the total revised estimates,and as such there is hardly any scope for regularising daily wagers,increasing the salaries of those appointed on contract basis." On the other hand the marked revision in the monthly salaries and perks of legislators and ministers is estimated to cast a burden on the state exchequer to the tune of Rs.three crores per year. A couple of doctors and teachers,appointed on contract basis,said that "if our services are regularised it may not cost the Government more than Rs.two to three crores a year and could benefit several hundred employees." Indications are that the Government has directed the Public service commission and the subordinate services selection Board to hasten the process of selection so that both the inservice employees,working on contract basis,and freshers could be benefitted as after the selection list issued by the two boards would facilitate the selected candidates to get regular jobs. |
