Wage of J&K to cross Rs 14500 crore by next fiscal | | | early times report JAMMU, Apr 10: With salary bill of Jammu and Kashmir crossing Rs 14500 crore mark and government on major recruitment and regularization spree, Plann-ing Commission of India (PCI) has asked the state to put curb on its expenditure, especially its wage bills. Sources said that with the administration starting the regularization process of contractual and adhoc workers in various departments, the bill is likely to increase further and centre has pointed out that it will affect other priority and infrastructure sectors, which suffer in absence of required finances. "At the moment we are solely dependent upon the Central Government to meet our wage and power expenditure, but there is a limit on the charity shown by the centre", said an official source in the Planning Department. Sources said that with the expenditure on the wages and other benefits reaching the highest ever in the state, Commission has expressed its reservation over the huge hole it is having on the budget prepared by the state, every fiscal. They have pointed out that expenditure on meeting the monthly wages of nearly 5 lakh government employees is much higher than the more populated states of the country. Officials said that though a formal decision on projection of next fiscal year's plan was yet to be taken by the Cabinet, J&K is expected to seek Rs. 7300 crore worth annual plan, indicating a 10 per cent hike over current year's plan. This year the state had got Rs 6600 crore plan. "It demands starting austerity measures, but the past experiences have shown that none of the steps have been implemented properly. Most of the budget is consumed by the wages and power bills", officials said. Finance Minister A.R Rather said that increasing wage bill is matter of concern, but they are focusing on diverting the youth towards self employment schemes. "We have already discussed it with the PCI and several schemes have been launched in the state in this regard", Rather said. Officials said that after the ambitious employment package announced by the ruling coalition in Jammu and Kashmir failed to resolve the problem of unemployment it was up to the centre to help the state in this sector also. Recently after facing wrath over slow pace of centrally sponsored sche-mes, Planning Commi-ssion of India (PCI) had directed the state to prepare separate sub plans for Scheduled Castes (SC), Scheduled Tribes (ST) population to ensure transparency in release of funds. "There will be much close door meeting between the state officials and PCI as government is required to prepare the annual budget, 12th Five Year Plan and the PMRP for the next financial year", he said. |
