| Advertisement Tailored to adjust another `blue eyed' staffer | | Different criteria for same AR post in SMVDU | | Early Times Report
Jammu, Apr 11: Where as it is settled legal preposition that one cannot be judge for his own cause but same has been violated considering the case relating to Section Officer (SO), Legal (Establishment) at Shri Mata Vaishno Devi University (SMVDU), purely on deputation from J&K Minerals Limited since January 2009.
Over ambitious for the promotion soon after he joined SMVDU by establishing good rapo with Assistant Registrar (Establishment), Vivek Verma and taking into confidence other higher functionaries through acts not in accordance to standard rules, this Section Officer, Rajesh Sharma has left no stone unturned to pave his way for the post of Assistant Registrar (AR Legal).
He could not clear even short listing stage vide advertisement no SMVDU/A&E/09/699 -dated 11 May, 2009.
Serving simply as SO, he is not competent for issuing advertisement, but being associated with administration, establishment and legal section, his association active participation in re-advertisement for the post at serial No. 5 in advt no. SMVDU/Adm/Estt/11/169, dated April 26,2011 as Assistant Registrar(Legal):(Pay Band of Rs. 15600-39100 GP-5400) cannot be ruled out .
This is confirmed from the manner advertisement has been framed, with all other Assistant Registrars under one umbrella but Assistant Registrar Legal under separately with exception to eligibility criteria different to fit him in this particular second tailored advertisement.
Eligibility criteria for this specific post of AR (Legal) has been relaxed in contradiction with MHRD Department of Higher Education directions through UGC to Vice Chancellors of all the universities and Chief Secretaries of all the states.
As per such directions: "The existing minimum qualification prescribed for direct recruitment for the post of AR and equivalent, which are Masters Degree with at least 55% marks or its equivalent grade of B in UGC 7-point scale along with good academic record as laid down by UGC, shall continue to be in force".
Eligibility criteria advertised further goes contrary to SMVDU rules for employees to be appointed in middle level management (Category -II) for old pay scales (8000-13400) to (12000-18300) as per sixth pay 15600-39100:GP5400 to 15600-39100:GP7600 that states qualification for employees in this grade as: "PG Degree with minimum second class with adequate expertise in Computer Application is must according to SMVDU Ordinance notified vide No:SMVDU/03/3574 -99, September30,2003 (in pursuance to section 14 (c )of Act of University ,approved by Chairman SMVD Shrine Board".
Further it is desirable as mentioned that, those who have worked in University academic institutions, IIT, IIMS would be preferred.
There have been various complaints about the abuse of official powers being in administration this SO, who is looking after all the important portfolios of Establishment, Legal, RTI and Transport against. The assignment has been planned keeping in view that any issue relating to one section goes in same hand for approval or any advice as by the same person in different administrative capacity.
It is not a big deal to manipulate any complaint when he along with AR (Establishment), Vivek Verma who has been instrumental in materializing in deputation from J&K Minerals, are governing the establishment record being in Registrar office.
If appointed, of which he is confident as revealed from his well wishers, the future state of administration affairs of SMVDU can be well extrapolated from the continuing scenario a brief of which has been highlighted.
Decision making standards, reputation, and good governance is bound to get influenced by such sacred post that demands only eligible impartial and deserving manpower and not those whose services are guided purely by extraneous factors and ulterior motives.
To ensure the honest working atmosphere and welfare of the Holy University of Mata Vaishno Devi Shrine Board such all cases must be immediately referred to independent investigation agency as need of hour, for which CBI or SVO can be best options as decided finally by the Chancellor and Governor and CEO Shri Mata Vaishno Devi Shrine Board so that in future it acts as deterrent for others interested in following their footsteps through such shortcuts. |
