'House committee report indicts FM' | Beig stops short of seeking Rather's resignation | | Early Times Report Jammu, Apr 11: Aghast over alleged serious financial irregularities pointed out by Comptroller and Auditor General (CAG), Ex-Finance Minister and Peoples Democratic Party (PDP) leader Muzaffar Hussain Beig stopped short of seeking resignation of Minister for Finance Abdul Rahim Rather on moral grounds. Quoting CAG report for year 2010-11 and House committee report over creation and upgradation of health institutions, Beig said that not the opposition but two independent institutions have raised serious questions both over the financial and social aptitude of Minister for Finance. If CAG has pointed towards irregularities and mismanagement of government funds, house committee headed by NC's Additional General Secretary Dr. Mustafa Kamal has raised question over the social and political conduct of the finance minister, Beig said. He maintained that government stands exposed in the wake of findings of the CAG and House committee. After delivering a meticulously well-researched and scathing press conference over CAG report for the year 2010-11, Beig said that despite CAG categorically blaming the finance ministry for budgetary fraud, there is no point in seeking Finance Minister's resignation. Since integrity, honesty and conscience are no longer relevant before present dispensation; seeking Finance Minister's resignation would serve no purpose, said Beig. He maintained that despite having failed to regulate flow of funds, create effective controlling mechanism, prevent misuse of funds, their proper allocation and utilization, Finance Minister has gone on record to claim that all is well. CAG has rebutted tall claims of the state government and brought to light the fact that State’s economy is on the brink of disaster and if not checked today, future is going to be calamitous. Beig said that Budgetary allocations and provisions have been substantially deviated during the year 2010-11. Funds have been spent without seeking constitutional mandate from the state legislature. Works have been allotted without tendering. CAG has clearly stated that state government has embezzled and misappropriated funds meant for developmental works, Beig maintained. Beig said that House committee in its report on the upgradation and creation of health institutions in the state has accused the present finance minister Abdul Rahim Rather of using his office to influence the government decision making process. He said that House Panel headed by ruling National Conference MLA, Dr Mustafa Kamal has observed that certain areas were ignored altogether whereas some specific areas were blessed with extra-ordinary treatment during the period between April 1, 2002 to March 31, 2011 Committee, according to Beig has established allegations of irregularities and violation of prescribed norms by the Health Department in the process of creation/ up-gradation of various health institutions in the State. Quoting the report, Beig said "Re-establishment of six Primary Health Centres in Charar-i-Sharief Constituency (sanctioned vide Govt Order No.833-HME of 2002 but subsequently closed in 2004 vide Govt Order No.134-HME of 2004) and creation of 295 posts in Charar-i-Sharief Constituency alone out of 317 for entire valley for making these PHCs functional in 2010 is not understandable", the report said while terming the concern shown by the Members of the Legislative Assembly on the floor of the House in this regard as justified. Beig further said that house committee has asked the government to ensure availability of requisite infrastructure and manpower in all the health institutions to achieve the very basic objective of providing better healthcare to every soul in the State without any political reservations. "The political affiliation of the public representatives must not deprive the inhabitants of their fundamental rights in any case", Beig said while quoting the report in verbatim. |
