| CAG raps PWD for wasteful expenditure | | | early times report
Jammu, Apr 11: CAG report has indicted PWD for wasteful expenditure. In a report it said money should be advanced by indenting department-department which asks for construction for its usage- to the executing agency only after ensuring that site is free from all encumbrances.
The report said that money had been advanced by indenting departments without making available required site for 38 works and the executing divisions had taken up execution of 81 works on disputed site.
Rs 17 crores had been advanced by the indenting department had been rendered idle. The report said the department had still not given reason for this expenditure. It said 124 buildings completed at a cost of Rs 28.65 crore, one to three years back, hadn't been handed over to the indenting department resuting in idle investment.
In addition to it 12 health centres buildings comprising three PHCs, eight sub-centres and one medical aid centre at Ramban and completed in March 2009 at a cost of Rs 4.80 crore hadn't been handed over to the medical department till March 2011 due to non-receipts of required funds from the intending departments which rendered the expenditure so incurred idle, besides denying medi-care facility to the people.
It also said works relating to construction of 44 school buildings- all in Kashmir divison- had been taken up (2007-08) for execution under the earthquake restoration programme. It was seen that despite spending Rs 7.67 crore there on only five buildings had been completed out of which only one buildings had been handed ovrer to the education department.
The report said with obtaining technical sanction for construction, a medical officer's quarter at sub-district hospital Gandoh(Mar 2006) in Kishtwar was damaged due to snowfall in Mar 3007 due to uneven settlement of foundations. The building was demolished resulting in wasteful expenditure of Rs 23.50 lakh.
