Army opposed to AFSPA withdrawal | | | early times report Jammu, Apr 11: Army field commanders and senior functionaries of the Army, posted in Jammu and Kashmir, are said to be yet not in favour of partial withdrawal of the AFSPA from five districts in the state, as has been demanded by Chief Minister, Omar Abdullah. Official circles have confirmed that field commanders, especially those assigned with the task of checking infiltration of militants from across the LOC,have informed the GOC-in-Chief, Northern Command and the corps commanders that the security environment and scenario had yet to be conducive for withdrawal of AFSPA. In reply to a question regarding the demand for AFSPA repeal for ensuring zero level human rights violations senior Army functionaries said that despite simmering malicious anti-Army campaign not a single case about human rights violations had been filed with the police during the last over one year. T hey said that during the last 22 y ears there have been false complaints and accusations against the Army for human rights violations. They said proper screening of all these complaints have revealed that 90 per cent of these complaints were false and most of them were either concocted or filed under pressure from anti-India elements. These functionaries said that where ever and whenever complaints on human rights violations were found genuine Army officials, involved in cases of excesses, were punished. They said even if the Union Home Ministry contemplated some amendments they should not dilute the spirit of AFSPA, which provides a legal cover to the security forces during their ant insurgency operations, and defeat the very purpose of the Act. They said in the past, especially before the period AFSPA was enforced in the state, state officials used to pass on information regarding the plan of the security forces on carrying out search operations which to the militants with the result the purpose of the operation would get lost or defeated. Explaining it they said that for carrying search operations or arrest of militants security force, including the Army had to seek search and arrest warrants from the magistrates which would spoil the show. These functionaries want that AFSPA act be may withdrawn from four to five districts after a gap of one year till that the contours of the Pakistan sponsored terrorist activities could get unfolded. |
