| Indian leaders' mindset of defeat | | Delhi And J&K | | Rustam
jammu, Apr 12: Why is it that the Government of India pursuing a unilateral process of "reconciliation" with Pakistan bordering on acceptance of latter's contentions on almost all aspects of issues involved in Jammu and Kashmir? The reason perhaps lies in the mindset of the Indian leadership at the helm, barring perhaps Lal Bahadur Shastri, Indira Gandhi and PV Narsimha Rao. Rest of the Indian leaders, which remained at the helm of affairs perhaps were never actually able to convince themselves that a Muslim majority state can have a sustainable existence within secular India. Like Gandhi, all of them seemed to believe in abdication in the face of the challenge posed by Muslim identity politics.
Pakistan has claimed Jammu and Kashmir on the basis of the Muslim majority character of the state. India has never contested this position for last more than two decades. In fact, when AB Vajpayee as Prime Minister started the so-called peace process with Pakistan he premised it on the legitimate locus standi of Pakistan on Kashmir issue. The Government of India has never claimed its locus standi on Pakistan-occupied-Jammu and Kashmir (POJK) after the Narsimha Rao government. The Government of India has almost abdicated its claim over Northern Areas of Gilgit Baltistan, which are legitimately Indian. The worst aspect of the whole situation is that the Government of India has for all practical purposes undermined and abandoned all national leverages in the state. It became a part of the concerted design to snuff out the counter-insurgent movement in the state. It allowed itself to be a party to neutralize demographic leverages in the state, first by the sustained denial of the genocide of Kashmiri Hindus and then unleashing census surveys which were carried out more on the tables in Kashmir valley than on the ground. The Government of India has invested immensely and over a period of time to create a fifth-column Hindu leadership in the state which is either a collaborator or facilitator of separatist campaign in the state. And now the Government of India seems to have launched a discredit army campaign by encouraging all efforts directly or indirectly which demonize its armed forces.
During the Shopian Agitation over the killing of two local ladies, the Government of India never came to the side of its armed forces when all the suspects arrested belonged to the local police. It remained a mute spectator when from within the state government itself a campaign of vilification against the dedicated and committed Army emanated. And when the reports of fudging of forensic samples of the two ladies came to the surface the Government of India thought it prudent to underplay them. The attacks on the CRPF emanating from the government circles were encouraged by silence or inaction. And when the state government proclaimed an enquiry into the killing of civilians during the stone pelting campaign in 2010 and the CRPF requested for the written charge-sheet the Government of India looked the other way round and the isolated police force had to seek the intervention of the State High Court to get the written charge- sheet. And when the Honorable Judge, who showed the courage to uphold justice and provided lease of life to both the arrested officers of the Shopian Case as well as the beleaguered CRPF, was transferred from the state many watched in utter dismay the drama which was enacted with finesse.
Justice Sagir Ahmad was made to give a report when the Working Group on Centre-State Relations had not completed its deliberations. The new interlocutors knocked at the door of every known or unknown separatist in the Kashmir Valley and ignored all shades of pro-India opinion by indulging in gamesmanship which was always insulting. It held seminars in Jammu and excluded all legitimate opinions of the province. The seminars were conducted in a way and with a format to project Jammu as part of Kashmir movement.
Prime Minister Manmohan Singh withdrew the opposition to the Europeans Union trade package to Pakistan when Islamabad started leaking news about the lease of Gilgit-Baltistan to China and is unleashing violence and pressures to see that India's role in Afghanistan is decisively expunged with the consent of Americans. Indian leaders cannot play a role in Jammu and Kashmir unless they correct their sense of history about the state. They have to intellectually understand that Pakistan has no case in Kashmir and Indian claim and control of Jammu and Kashmir is moral, just and legal. |
